**This is a contingent position upon award** This position requires US Citizenship, an Active TS/SCI security clearance and ability to perform in both CONUS and OCONUS locations.
This position may be located in VA, AL, TX, NC, D.C., or OCONUS
Strategy and Policy Analyst
Specific duties and Job Description:
- Provide analyses of C-IED program, solutions and policies within the ODA. The analysis supports the transition, sustainment, and long-term programming of non-standard asymmetric solutions and initiatives
- Ensure all initiatives vetted and assessed by ODA and the C-IED IPT are validated
- Provide the Government with informational briefings or other appropriate materiel to ensure that the ODA and senior Army leadership have current knowledge of the C-IED, C-sUAS, and Emergent Threats that could challenge Army operations
- Provide talking points, recommendations, and review Policy and Strategy revision to AR 11-41 (C-IED Program), the Army Counter-IED Strategy, and the Army’s CIED Annual Report
- Participate in the CIED IPT and inform government leads of any concerns or friction points within the CIED community of interest
- Communicate with the C-IED Training and Integration Cells at the ASCC and ACOMs and ensure that Army guidance and training requirements are being communicated throughout the Army
- Assist the ODA in the writing of EXORDs, Fragmentary Orders (FRAGOs) and other correspondence. The Contractor shall create FORM 5’s either via ETMS2 or in paper and assist the Government in the staffing of taskers outside of the ETMS2 system
- Support these efforts in both the NIPR and SIPR environments
- Adjust work efforts as required within the Strategic Operations branch to meet mission requirements
- Draft meeting EXSUMs for review and track and coordinate any meeting due outs twenty-four (24) hours post meeting
- Prepare briefings, information/decision papers, policy documents, staffing packages, letters, Execution Orders (EXORDS), memorandums and official multimedia correspondence as directed by the respective Division/Government lead
- Attend meetings on behalf of the respective Division. After the meeting, the Contractor shall provide a copy of the meeting agenda, the meeting minutes and a written executive summary (EXSUM) of the meeting as directed by the respective Division/Government lead. The Contractor will use effective and grammatically correct written communication skills that conform to the Army style prescribed in AR 25-50 and DA Memo 25-52
- Schedule rooms, video teleconferencing sessions, maintain contact lists, and disseminate notifications, agendas, read-ahead packages for all meetings and conferences as directed by the respective Division/Government lead
- Maintain an active file of all contract deliverables in one location accessible to the Government lead, the Division Chief and the COR for surveillance purposes
- Maintain and support the maintenance of accurate files of documentation, records, and reports in accordance with AR 25-1 (Army Knowledge Management and Information Technology) and AR 25-400- 2 (Army Records Information Management Systems)
- Create and maintain an electronic continuity book and update the continuity book as needed, documenting all, if any, changes that have occurred. The Continuity Books shall be uniform and easily accessible to the other staff in the office area/respective Division
- Maintain appropriate security clearance commensurate with daily access to classified secret material
- Respect all persons in the office and Contractor actions shall be congruent with Army EO, EEO, Sexual Harassment and Assault prevention initiatives
- Contribute (fair share) to the common activities necessary for general office space cleanliness and functionality, i.e. prepare burn bags for the destruction of classified material and drop them off at the Remote Delivery Facility (RDF) as prescribed

Position Requirements:
- 5-10 years of experience with Strategy and Policy coordination and synchronization at the Army, OSD, Joint Staff, or ASCC and Major Commands levels
- Bachelor’s degree
- Proficient in planning, leading and execution of working groups
- Experienced in coordinating with major stakeholders to negotiate and synthesize information of Army level Strategy and Policy activities
- Able to draft, provide analysis, recommendations, and staff Army EXORDs, FRAGOs, and strategic documents
- Working knowledge of all military and governments regulations, applicable to their specific tasks and/or as directed by the respective Division
- Working knowledge and understanding of “How the Army Runs” in the current operating environment
- Ability and willingness to perform both CONUS and OCONUS travel
- Must be US Citizen
- Active TS/SCI clearance
Preferred:
- Prior military service in the Army preferred
