ManTech is seeking a motivated, career, and customer-oriented Technical Deployment Manager to join our team in the Reston, VA area to provide unparalleled support to multiple federal agencies through the Continuous Diagnostics & Mitigation (CDM) Program. The CDM Program is a high-profile, high-visibility, cybersecurity modernization and risk management program where you can contribute innovative solutions and consult with many different federal agencies to enhance their Information Assurance (IA) programs and continuous monitoring capabilities.

The Technical Deployment Manager provides leadership and direction on high-profile, high-visibility, cybersecurity modernization and risk management efforts supporting the CDM DEFEND E Program. These projects require the development of trusted-partner relationships with Agency stakeholders and the ability to identify high value-add innovative alternatives and solutions. Projects cover a range of capabilities within DHS and the Federal Agencies served under the DEFEND E program. 

Responsibilities include, but are not limited to:

  • Assign and oversee the daily tasks of technical personnel while ensuring all subordinates are actively working toward established milestones as required.
  • Manage, direct and lead technical delivery in accordance with the DHS Systems Engineering Lifecycle (SELC) and industry best practices.
  • Plan, organize and manage a portfolio of projects for successful performance and value-add delivery within the technical scope.
  • Hold regular technical team meetings to determine progress and address any questions or challenges regarding project delivery.
  • Responsible and accountable for consulting and strategic support to DHS and Agency clients for data quality requirements by leading or assisting with alternative analysis, and recommendations for tools, processes tools. 
  • Effective application of system development frameworks and methodologies (i.e. Agile, Waterfall, SCRUM), including support for processes, tools, and techniques throughout a project’s lifecycle to achieve quality, budget and schedule targets.
  • Analyze, synthesize, and communicate technical actions, issues, and risks, in support of internal and client reporting.
  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Able to present difficult technical topics with a variety of stakeholders including OCIO senior leadership. Work with the Agency to develop a Data Governance road map to support all future state processes and data improvement efforts that emphasize the capture of complete and accurate data at the point of entry – this would include oversight of corporate analytics usage.

  • Bridge between functional and technical areas to ensure that data related business requirements are clearly defined, communicated and well understood
  • Lead identification and resolution of data quality problems through the data governance structure
  • Identify and ensure the resolution of data quality issues, such as uniqueness, integrity, accuracy, consistency, and completeness, in a cost-effective and timely manner

  • Ensure that appropriate audit controls exist for data and analytics that serve as the source material for regulatory reports
  • Lead the development of data governance dashboards and data quality metrics for reporting to leadership
  • Develop and maintain controls on data quality, interoperability, and sources to effectively manage corporate risk associated with the use of data and analytics
  • Establish trust and ensure that the data used for operational, predictive and prescriptive reporting are valid, reliable, consistent and represent a true state of the business
  • Manage mass data-cleansing initiatives to purge and eliminate corrupt, inaccurate, outdated or redundant information from corporate databases
  • Identify and ensure the resolution of data quality issues, such as uniqueness, integrity, accuracy, consistency, and completeness, in a cost-effective and timely manner

Required Education and Experience:

  • A Bachelor's degree in a technical discipline or 8 years equivalent project management experience.
  • A minimum of 8 years of experience in leading process and product requirements development.
  • Proven data literacy and the ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and quantitative stakeholders.
  • Information strategy experience; experience in strategic technology planning and execution, and policy development and maintenance
  • Analytical skills: outstanding analytical and problem-solving abilities
  • Knowledge of industry-leading data quality and data governance practices
  • A thorough background in enterprise business applications, data modeling, databases business intelligence, and data analytics. A good understanding of relevant industry practices.
  • Strong understanding of the data sets / Master Data in ERP systems and the IT landscape in terms of tools, technologies
  • Mastery of industry best practices specifically related to ITIL Foundations, System Development Lifecycle (i.e. Agile Framework or Waterfall Methodology).
  • Minimum 8 years of experience deploying Systems Integration projects.
  • Minimum 8 years of experience in creating, managing and reporting with integrated MS Project schedules, including dependencies, predecessors/successors, resource loading and resource balancing, etc.
  • Able to lead and oversee a large project with diverse skill sets and stakeholders, define expectations, deliverables, and objectives to deliver value on outcomes and achieve continuous customer satisfaction results.
  • Able to manage multiple tasks and projects in dynamic, fast-moving enterprise environments
  • Strong experience with resource planning and resource management in a matrixed-resource environment.
  • Excellent oral and written communication skills with proven success in collaboration and relationship building. Able to build and maintain direct and effective relationships across project teams supporting the program as well as Agency stakeholders.
  • Able to recognize and capitalize on opportunities for improvement that lead to increased customer satisfaction while respecting project constraints.
  • Critical thinking, stakeholder management, and negotiation skills. Ability to build consensus and buy-in to arrive at the best-case scenario for stakeholders with competing priorities.
  • Able to effectively work in a matrix environment mentoring a team of professionals responsible for engineering, operation, maintenance of IT applications and tools.
  • Extensive experience in cybersecurity systems solutions and integration.

Preferred Qualifications:

  • Certifications: PMP, ITIL v3/4 Foundations, Six Sigma, Scrum Master, or similar certifications
  • Security-related (e.g., CISSP, CISM, etc.)
  • MS Project Server hands-on experience
  • Microsoft Applications (Word, PowerPoint, Excel)
  • JIRA experience
  • Ability to present to senior leadership and the client

Clearance Requirements:

  • Candidate is required to be a US citizen (non-dual citizenship) with the ability to obtain DHS Suitability

Physical Requirements:

  • Office work, typically sedentary with some movement around the office
