What are the responsibilities and job description for the Director-Tribal Transportation Planning Depar position at Standing Rock Sioux Tribe?
The Tribal Transportation Planning Director will perform advanced program strategic planning activity and coordinate the development of reservation wide transportation infrastructure plans, engineering designs and financial management of federal, state and local funds in accordance with contracting and financial management requirements. Strategic planning will be completed in collaboration and conjunction with Indian Health Service, Bureau of Indian Affairs, North Dakota and South Dakota Department of Transportation for development and implementation of plans, designs and projected expansion of the Tribal Roads system.
SUPERVISION:
The Director is under the supervision of the Standing Rock Sioux Tribe Executive Director who will provide direction and conduct performance evaluations.
DUTIES AND RESPONSIBILITIES:
- Perform advanced program and fiscal management, strategic planning activity and coordinate the development of reservation wide transportation infrastructure plans and engineering designs.
- Administration and management of the various contracts and budgets of the program to ensure accountability and compliance.
- Collection of pertinent statistics, data and information necessary for quarterly and annual reports as required.
- Submit accurate and timely financial reports regarding all pertinent budgets and comply with quarterly monitoring.
- Maintain current and accurate cuff accounts and expenditure reports of all program funds and contracts.
- Monitor and track fiscal data and records; necessary for preparing budgets and modifications to ensure expenditures are allowable and within budgetary constraints.
- Research other resources and potential sources of funding annually, including all grant opportunities from federal, state and private entities for improvement and development of Transportation Planning and Development program.
- Maintain staff time and attendance records; including reviewing and approving timecards and request for leave.
- Utilize and abide by the principles and guidelines in recruitment, employment, retention, promotion, training, discipline and termination of employees as set forth in the SRST Personnel Policies and Procedures and Title XVIII.
- Authorize and approve of requests for travel authorizations and mileage claims and ensure expense reports are completed.
- Provide supervision of staff to ensure policy and procedures are adhered to and make recommendations for all human resource action as deemed necessary
- Provide activity reports for Economic Committee, Tribal Council and Local Districts on a monthly basis to report Transportation Planning activity.
- Coordinate and conduct public meetings and hearings within the local district communities to address updates/changes to the Master Transportation Plan, the Transportation Improvement Plan (TIP), the annual and 5-year road construction priority lists and to solicit public comments.
- Collaborate with the Executive Director, Committees, and federal, state, and local agencies and programs.
- Develop of a GIS Data Base system and manage the maintenance and distribution of transportation mapping.
- Conduct strategic planning in regards to impacts on transportation system and project necessary funding for continued development of roads in the event of natural resource explorations are determined; such as oil.
- Collect and distribution of statistical data for reservation roadways and manage highway performance and monitoring systems.
- Manage activities related to data collection, analysis, and forecasting of vehicle traffic and classifications.
QUALIFICATIONS:
- Bachelor’s Degree in Civil Engineering, Public Administration, Business Administration or Business Management with five (5) years documented experience in a high level supervisory, management, administrative or public service position.
- Thorough understanding of contracts, budgets, fiscal accountability practices and contract reporting requirements.
- Knowledge of engineer plans, design methods and engineering schematics.
- Knowledge and understanding in collection and interpretation of data.
- Knowledge and experience with various computer applications i.e. Word, Excel, etc.
- Excellent verbal and written communication skills.
- Valid driver’s license and meet insurability requirements.
- Pass appropriate background check requirements.
POSITION REQUIREMENTS:
- Demonstrate knowledge of federal, state, county and tribal government operations.
- Demonstrate knowledge of fund accounting principles and procedures.
- Demonstrate knowledge of Public Law 93-638, Map 21 Federal Funding Formula, Indian Reservation Roads (IRR), Emergency Relief for Federally Funded Roads (ERFO), Emergency Management, Federal Emergency Management Agency (FEMA)
- Ability to perform work responsibilities with independent judgment in compliance with Tribal Management systems, Title XXVII-Employee Code of Ethics, Title XVIII-Tribal Employees and SRST Personnel Policies and Procedures, SRST Finance Policy and Procedures and applicable Tribal and Federal Laws.
- Demonstrate knowledge of establishing plans, setting objectives, analyzing traffic road grids and technical data.
- Ability to interpret and explain current legislation, rules and regulations.
- Ability to direct and organize program activity, outline goals and objectives that support the strategic plans.
- Ability to identify concerns, evaluation alternatives and implement effective solutions.
- Ability to prepare concise reports and communication effectively.
- Demonstrate a strong work ethic, ability to multi-task and excellent organizational skills.
- Ability to perform under demanding and stressful conditions.
