What are the responsibilities and job description for the ACCOUNTING SPECIALIST position at State of Arizona?
The Accounting Specialist 3 position will be the lead for the Fuel Tax Reporting unit. This position will assist the supervisor overseeing the reporting of fuel taxes from Arizona licensed suppliers, restricted distributors and IFTA Motor Carriers. This position will also oversee the processing of monthly and quarterly tax returns into and out of ServiceArizona, MCarrier and MAX systems, records statistical and financial information for the appropriate allocation of monies to the various city and county jurisdictions. The Accounting Specialist 3 plans, schedules, assigns, reviews, trains and evaluates all work activities and assignment for staff; may issue notices of tax assessments; will communicate effectively with external and internal stakeholders; serve as a witness at administrative hearings; write legislative proposals, issues, administrative rules and policy/procedures.

Essential Duties and Responsibilities include but are not limited to:
Directs (and assists when appropriate) staff in the performance of their assignments, including any necessary instruction or training.
Perform desk auditing of detailed schedules of companies’ reports, performing analysis and making recommendations to the supervisor. Review tax returns for completeness, computing percentages, fees, taxes, penalties and interest.
Process assignments regarding current and/or new work activities, proposed legislation, administration rules, and/or policies and procedures.
Communicates Arizona Revised Statutes, Administrative Rules and policies and procedures to various stakeholders and units.
Knowledge of:
Fundamental principles of fuel excise tax and knowledge of the business practices of the fuel industry
Arizona Revised Statutes, Title 28
State and ADOT policies, rules and regulations
Mainframe and PC accounting systems, including advanced spreadsheet functions and databases
Skills in:
Effective, professional oral and written communication
Utilizing computer spreadsheets, databases and other automated tools to complete work tasks efficiently and accurately
Reconciling complex accounts
Research, organizational and problem-solving skills
Prioritizing work activities and others to ensure that deadlines are met
Interacting effectively with internal and external stakeholders
College-level mathematical and accounting proficiency
Ability to:
Communicate in a clear and professional manner, both verbally and in writing

Understand and use computers and accounting software for performing complex financial tasks
The ideal candidate for this position will have:
A Bachelor’s degree and/or 2 years of governmental tax/accounting experience; or completion of at least 12 semester hours of accounting and one year professional-level accounting experience.
This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
