We are looking for a Child and Youth Behavioral Health Policy Implementation Manager for the Office of Behavioral Health Initiatives and Coverage (BHIC)!


BHIC is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of the Department of Health Care Policy & Financing (HCPF) to improve access to cost-effective, quality health care services for Coloradans.



This position can work fully remotely from anywhere in the State of Colorado.  

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


WHAT YOU'LL BE DOING AS CHILD & YOUTH BEHAVIORAL HEALTH POLICY IMPLEMENTATION MANAGER: 

  • Staff Authority for the Department on the creation and implementation of the children and youth system of care for Medicaid members. 

  • Leads the implementation of the BHIC policies for child and youth behavioral health initiatives, including projects that require updates to behavioral health policy, development of strategic plans and execution of project plans related to children and youth behavioral health. 

  • Launching new and existing programs, oversight over performance management, grants management, and project implementation. Duties include but are not limited to:

  • Leads the implementation of Medicaid behavioral health initiatives as it relates to children and youth, which impacts children served by CDHS and BHA..

  • Develops clear goals and methods of measuring progress towards shared outputs and outcomes. 

  • Coordinates efforts across the Department, state agencies and with stakeholders as necessary, including engagement and community relations, communications, performance management, and fiscal reporting and compliance.

  • Develops the strategy to implement plans developed for children and youth behavioral health initiatives and ensure progress toward its achievement

  • Strategically designs work processes, manages personnel, provides day-to-day oversight of operations, develops, and oversees planning and implementation flow, ensures cross-department teams and partners are meeting key deliverables and timelines as it relates to children and youth behavioral health policy initiatives.

MINIMUM QUALIFICATIONS:

HERE'S WHAT WE NEED YOU TO HAVE:


Experience only:

EIGHT total years of professional experience in behavioral health, child or youth systems clinical or administrative role, or an occupational field closely related. 

OR 


Education and Experience:

Bachelor's degree from an accredited institution in social work, psychology, or a field of study related to the work assignment 


AND


FOUR years of professional experience in child or youth behavioral health, social work, child psychology, or an occupational field closely related. 



Substitutions:

A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.


A relevant advanced degree from an accredited college or university may be substituted for the bachelor’s degree and at the agency's discretion, one year of professional experience respectively.

  • Previous relevant professional state experience

  • Masters Degree in social work or psychology

  • Professional experience in:

    • Strategic planning

    • Collaborative settings



Definition of Professional Experience: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 


CONDITIONS OF EMPLOYMENT:

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.

  • HCPF is onboarding new employees using a hybrid approach. HCPF supports flexible work arrangements. Depending on the business need and description of the position, there are options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

COMPARATIVE ANALYSIS PROCESS
