The IDS Denver Unit Manager is responsible for all aspects of the IDS Denver organization. Manages all program areas, including production operations, quality control, annual budget, staffing and performance management, customer and vendor relationships, and facility security. 
  
 A summary of the duties and responsibilities will include, but are not limited to, the following:
  
  • Financial Management:   Provides financial management functions for the IDS Denver work unit. Develops and manages the annual IDS budget, including both operating expenses and personnel expenses, and is responsible for the purchase and maintenance of high-value, complex equipment. Collaborates with DPA’s contracts and procurement team for vendor selection and accountability.  Responsible for the annual rate setting process in collaboration with the DPA Budget team, and reviews all fiscal notes to determine financial impacts to the IDS program.  Ensures the appropriate use of State funds and compliance with all statutes, fiscal rules and policies.  Proactively evaluates financial needs and drafts funding requests that support business operations.       
 
  • Operational Management:   Oversees all operational areas of IDS Denver, including print and mail production, graphic design and brand management, variable data design, incoming mail screening and delivery, warehousing, statewide multifunction printer/copier deployment and service, accounting, billing, facility safety and security and vendor management. Establishes production goals, operational standards, and priorities for the unit. Reviews and implements new policies and procedures for the operation as needed, and directly manages the customer waiver process. Understands and adheres to State and Federal regulations, including HIPAA and FTI compliance.   Monitors work volumes and customer requirements to accurately determine labor and resource needs.  Supports a process improvement culture and utilizes LEAN principles to improve organizational efficiency and quality. Evaluates operational risks and develops business continuity protocols.   Consistently meets deadlines and achieves operational targets.
 
  • Customer Service, Marketing and Sales Development:   Maintains collaborative relationships with customers in order to provide exceptional service and accurately forecast future needs. Develops and implements new strategies and services that enable customers to succeed. Manages all waiver requests and makes decisions that are in the best interest of the State while still supporting the needs of customers and IDS Denver. Actively identifies and onboards new customers and services.  Conducts frequent outreach activities to develop a deep understanding of customer requirements and to ensure that all state and local agencies are aware of the services offered by IDS Denver. Maintains extensive knowledge of print and mail industry best practices through regular communication with industry peers and involvement in professional trade organizations and events. 
 
  • Human Resources Management:  Establishes and maintains a high performing, engaged workforce through effective leadership strategies. Leads efforts to hire and retain top talent and maintains appropriate staffing levels by supplementing FTE with temporary employees when necessary.  Develops facility and individual goals, evaluates and manages performance, approves leave and resolves conflicts. Ensures that proper materials and equipment are available to complete work assignments and develops training programs to enhance job knowledge.  Leads by example, promotes accountability, and is readily available to coach and support the IDS staff. Resolves personnel and performance issues, and makes recommendations for disciplinary and corrective actions. Interacts effectively with all levels of the organization, including production staff and DPA executive leadership.  Maintains compliance with department and universal policies, Federal and State law, Personnel Director’s procedures and Board rules. Creates and maintains a positive work environment that embraces DPA’s core values of inclusivity, service, teamwork, integrity, responsiveness and transparency.

*MINIMUM QUALIFICATIONS:

*Experience only:

At least nine years of experience in business management, business administration or public administration which included establishing goals and objectives and developing and managing a budget to achieve program goals and at least two years supervision
 
 OR
 
 
 *Education and Experience:
 
 At least a Bachelor's degree from an accredited institution in a field of study related to the work assignment AND at least five years of experience in business management, business administration or public administration which included establishing goals and objectives and developing and managing a budget to achieve program goals and at least two years supervision. Additional appropriate education will substitute for the required experience on a year-for-year basis. There is no substitution for the two years of supervision.
 
 
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State government and/or In-Plant (in-house) experience (helpful but not required).
  • Prior experience as a strong leader in a manufacturing environment.
  • Experience operating manufacturing equipment that may include both mail and print production equipment.
  • Experience in a fast-paced environment. 
  • Strong communication skills.
  • Strong technical aptitude.
  • Strong problem solving skills.
  • Strong mechanical aptitude.
  • Experience operating automated high-speed inserters and mail metering equipment.
 
Conditions of Employment:
  • A pre-employment criminal background check will be conducted as part of the selection process.
  • Shift Work: Primarily 1st Shift, M-F 
  • Department of Revenue Tax Check
  • On-Call Status:  Should be available in order to support staff during operational hours.
  • Travel as needed
  

Appeal Rights:
