The Work Unit:
This position is in Water Quality Control Division’s Operations Program and within the Communications and Special Projects Unit. This unit supports the division's programs with respect to internal and external communications, stakeholder relations, legislative coordination, special projects, and business process enhancements for better transparency and efficiency.
What You'll Be Doing
This position fulfills a key strategic role within the division. The MCS II communicates and engages customers in policy, regulation, and technical discussions related to water quality issues. The focus of the position is general communications work, managing division special projects, and improving capacity for stakeholder and community relationships and/or processes. This position will be responsible for designing, developing and editing communication materials, reviewing division-produced reports and other written materials produced by the division, and reviewing and updating division webpages. Duties Include:
Communications and Special Projects Unit Support
Support the production of communications materials related to division priorities, including designing, formatting, writing, editing, and proofreading a variety of communications for newsletters, webpages, social media content, media inquiries, public relations, print collateral, promotional materials, messaging, FAQs, etc.
Create materials that effectively communicate complex technical data and regulatory information in a manner that is easily understood by the public, legislature, regulated community, and partners. This typically means using graphic design skills and translating college-level content to 6-8 grade reading level.
Design materials so the content is easier to read and more engaging. Design materials such as webpages, social media posts, reports, flyers, email campaigns, internal communications, etc.Review and copy-edit multiple technical division reports. Rewrite technical content so summaries, findings, background information, data, and components are more accessible to the general public.
Develop electronic information (e.g., web, social media, etc.) policies, procedures, guidance, and governance for the division to educate, inform, and engage the public about division programs and services.
Communicate effectively with customers in order to promote and advance the mission of the division. Ensure that messaging about the division and its initiatives is consistent and adheres to division and department guidelines.
Represent the communications unit as needed to assist with strategy, messaging, and production of communication materials.
Be available to respond to media inquiries when the team is in need of additional assistance (e.g., crisis situations). Helps determine the appropriate strategy and most effective course of response and action for media and other communications inquiries.
Consults with management to navigate controversial, high-profile citizen inquiries, as well as providing support in crisis situations.
Assist with the development and implementation of division special projects, which may include contract management for campaigns.
Stakeholder relations and public participation
Participate in stakeholder engagement activities including scheduling meetings, drafting and distributing stakeholder meeting material and updates, designing meeting format, preparing meeting materials, coordinating with staff, taking meeting notes, and other related public participation activities.
Assist in the development of the meeting design for a broad range of key external stakeholder processes for division staff and management.
Develop and maintain communications with stakeholders and staff.
Determines and assists supervisors and management to ensure that external processes and staff are set up for success not only with meeting tools and design but also who is the most appropriate messenger.
Copy-editing and reports development
Copy-edit communication materials to meet AP style and so language is concise and understandable by the general public.
Review and copy-edit multiple technical division reports. Rewrite technical content so summaries, findings, background information, data, and components are more accessible to the general public.
Project manage the development of division reports including setting schedules, tracking and maintaining approval processes, and ensuring deadlines are met.
Coordinate with division staff, write, and copy-edit the division’s annual report(s), and other materials (e.g. fact sheets, web content, etc.).
Create and manage engaging photos, infographics, etc. for reports, website content, and other materials.
Minimum Qualifications

Five years of professional experience in graphic design, editing, publications and general communications tasks.

(OPTION 2)
Graduation from an accredited college or university with a bachelor's degree in communications, marketing, journalism, or closely related field; AND one year of professional experience in graphic design, editing, publications and general communications tasks.
(OPTION 3)
A master’s degree from an accredited college or university in communications, public relations, journalism, marketing or closely related degree will substitute for the bachelor’s degree and the required experience.

Demonstrated experience with social media and web monitoring analytics platforms.
Demonstrated ability to conceptualize creative content and communications products across a variety of media forums.
Prior experience developing, managing, and evaluating comprehensive communications plans or social marketing or marketing campaigns.
