The State of Connecticut, Department of Developmental Services (DDS) - Central Office - has two (2) current full-time job opportunities for a Quality Review Specialist Supervisor in the Quality and Systems Improvement Division based out of Hartford, CT. One of the Quality Review Specialist Supervisor position is in licensing and the other is in QSR (Quality Service Reviews),

This is a full-time thirty-five (35) hour per week position. The work schedule is Monday through Friday 8:30am-4:00pm. However, must be flexible in order to meet the needs of the agency.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for supervising Quality Review Specialists engaged in the evaluation and monitoring of facilities, programs and agencies for individuals with intellectual disabilities or other related conditions and/or determining eligibility for state licensure and other programs.

EXAMPLES OF DUTIES

Provide requisite supervision, support and training to approximately twelve (12) Quality Review Specialists (QRS’s), in the Quality and System Improvement Division. This position is responsible to support statewide licensing of Community Companion Homes (CCH) as well as Community Living Arrangements (CLA), including the management of the initial and annual licensing processes and for supervision, oversight, and monitoring of QRS staff, assigned to conduct licensing inspections in all Licensed residential settings (CLA and CCH).

Further responsibilities include supervision, oversight, and approval of public and private license reports, Quality Service Review (QSR) report findings, generated by QRS staff. These report findings include licensing inspections in Community Companion Homes, pursuant to DDS Regulations 17a-227-23-30, DDS CLA Regulations 17a-227-1-22, CMS Waiver Requirements, and Quality Service Reviews, in all DDS operated or funded service types and locations - residential and day/vocational.

The QSR Supervisor position oversees approximately nine (9) Quality Review Specialists. This position is responsible to support statewide quality reviews in all in all DDS operated or funded service types and locations - residential and day/vocational, including the management of the quality review database. Further responsibilities include supervision, oversight, and approval of all Quality Service Review (QSR) report findings, generated by QRS staff. This position is responsible to analyze and contribute to the development and implementation of new quality measures and methods; may determine appropriateness of individual services and supports on an ongoing basis; may prepare data for legal proceedings regarding service quality to individuals served; may participate in administrative and legal proceedings; may coordinate team inspection procedures.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply relevant state and federal laws, statutes and regulations and local ordinances; considerable knowledge of relevant agency policies and procedures; considerable knowledge of principles and practices of inspection, evaluation, compliance and quality improvement; considerable knowledge of modern methods of care, treatment and or education of individuals with intellectual disabilities; considerable interpersonal skills; considerable oral and written communication skills; ability to evaluate active treatment service; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience working in a health facility or defined service setting serving individuals with intellectual disabilities or other related conditions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in the evaluating and monitoring of programs and services for individuals with intellectual disabilities or other related conditions.
Note: For state employees this will be interpreted at the level of Quality Review Specialist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in the behavioral sciences, child development, counseling, education, nursing, psychology or licensure as a Physical Therapist or Occupational Therapist may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience and working knowledge of the rules and regulations of licensing for Community Living Arrangements (CLAs) and Community Companion Homes (CCHs)
  • Experience with various web-based systems, video conference platforms, QSR application as well as data collection systems (e.g., eLicense, MS Team, Zoom, Excel, Therap., CDS, SABA, etc.)
  • Experience with developing and reviewing corrective action plans
  • Experience with reviewing and editing citation reports and other division documents
  • Experience supervising diverse groups with different needs
  • Experience with negotiation and communication both written and verbal
  • Experience in performing licensing inspection various platforms (remote and in-person) as well as quality audits within a healthcare system
  • Experience with conducting consumer satisfaction surveys (e.g. National Core Indicators (NCI's)) to work with Quality Service Reviews (QSR's) and quality assurances within a Quality Unit
  • Experience working in a fast paced environment where you had to make decisions and verify that your decision was correct
  • Experience balancing projects with competing priorities and deadlines
  • Experience working independently and verifying that your work is accurate
  • Experience with CMS and the Setting Rules
  • Experience with the (Charting the LifeCourse) CTLC principles and their application
  • Experience with developing remote review processes

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess a current Connecticut license for the appropriate disciplines.
2. Incumbents in this class may be required to travel.
