SPECIFIC DUTIES AND RESPONSIBILITIES

Duties and responsibilities include, but are not limited to, the following:
The Director of Auditing is responsible for assisting the Inspector General with the management and supervision of the Internal Audit Section of the Office of Inspector General. This position reports to the Inspector General and has the following job responsibilities:
Managing, coordinating and conducting audits (financial, compliance, performance, contract, information systems, and management reviews).
Assisting the inspector general with reviewing and evaluating internal controls necessary to ensure the fiscal accountability of the agency.
Conducting audits in accordance with the current International Standards for the Professional Practice of Internal Auditing as published by the Institute of Internal Auditors, Inc., or where appropriate, in accordance with generally accepted governmental auditing standards.
Preparing audit reports of findings.
Directing internal audit staff in carrying out activities that promote accountability, integrity, and efficiency in the agency.
Managing the risk assessment process and developing long-term and annual audit plans.
Directing internal audit projects to include project planning, communication with agency staff, field work design, interim review and approval, supervision and guidance in defining the audit exceptions, working directly with audit staff in report drafting and direct participation in entrance and exit conferences.
Establishing, maintaining, and implementing internal audit policies and procedures to ensure internal audits, consulting engagements and management reviews are conducted in accordance with standards outlined in Section 20.055, Florida Statutes.
Coordinating with external review entities, to include serving as liaison between the agency and the Office of the Auditor General, the Office of Program Policy Analysis and Government Accountability, and other state and federal external review entities.
Monitoring the implementation of the agency’s response to any report on the agency issued by the Auditor General or the Office of Program Policy Analysis and Government Accountability; and ensuring all other auditing activities are performed in accordance with Section 20.055, Florida Statutes.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to manage an internal audit section, supervise and manage personnel, determine work priorities, assign work, and ensure proper completion of work assignments.
- Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures.
- Ability to review, analyze and evaluate data.

- Knowledge of internal auditing best practices and conducting, supervising and managing internal audits and reviews.
- Knowledge of the International Standards for the Professional Practice of Internal Auditing and Government Auditing Standards, the Principles and Standards for Offices of Inspector General issued by the Association of Inspectors General, and the Information Systems Audit and Control Association’s Standards.
- Knowledge of the methods of compiling and analyzing data.
POSITION REQUIREMENTS
Applicants must meet the following requirements in accordance with Section 20.055, Florida Statutes:
- Must have a bachelor’s degree from an accredited college or university with a major in accounting, or with a major in business which includes five courses in accounting, and 5 years of experience as an internal auditor or independent post auditor, electronic data processing auditor, accountant, or any combination thereof. The experience shall at a minimum consist of audits of units of government or private business enterprises, operating for profit or not for profit; or
- A master’s degree in accounting, business administration, or public administration from an accredited college or university and 4 years of experience as required above; or
- A certified public accountant license issued pursuant to chapter 473 or a certified internal audit certificate issued by the Institute of Internal Auditors or earned by examination, and 4 years of experience as described above.
- Must have a valid driver’s license or tother efficient means of transportation and willing and able to travel for work purposes.
- Additionally, the following qualifications are preferred: Applicants with experience supervising employees assigned to conduct audit engagements in a city, state or federal government agency; applicants with professional certifications relevant to this position (examples: CISA, CISSP, CPM, CIGA, CPA, CIA); experience establishing performance measures for audit staff; experience conducting or managing audits in an Office of Inspector General environment; experience conducting or managing information technology audits; and, experience completing or supervising audit engagements that comply with an established set of professional standards.

BACKGROUND SCREENING REQUIREMENT
