Job Summary:

Under limited supervision, oversees departmental contract application and administration processes. Develops Requests for Proposals and selected contracts. Provides technical assistance and expertise to departmental staff and others.

Critical Responsibilities include:

  1. Ability to perform job responsibilities with minimal supervision.

  2. Develop processes, approve and oversee the Department`s contracts. Determines appropriate method for obtaining services (e.g. human service contract, memorandum of agreement, interagency agreement, or consultant contract) and drafts appropriate language for selected method of contracting.

  3. Participate in the creation, review, and awarding of Requests for Proposals. Advises appropriate staff of all administrative requirements that must be contained in a Request for Proposal (RFP) prior to issuance. Ensures that proper issuing authority is obtained.

  4. Develop and implement contracting policies and procedures; coordinate implementation of contracts.

  5. Prepare contracts in compliance with Federal and State laws, rules, regulations and departmental requirements.

  6. Resolve contract issues and disputes both internally and between contracting parties through meetings, written or verbal communications, or other means. Resolve issues regarding departmental policy and contract appropriateness with program officers or division directors. Provide alternative solutions when available.

  7. Take appropriate actions with regard to contract compliance, progress and corrective actions.

Minimum Qualifications:

Bachelor's degree from an accredited college or university AND Two years of contracting-related experience OR Six years of contracting-related experience OR Two years of experience required at the lower-level Contracts Administrator 2 (LEP031) or equivalent position.

Agency Preferred Competencies:

  • Ability to work in a very fast-paced environment while effectively and accurately managing multiple projects simultaneously under tight deadlines
  • Working knowledge of State of Georgia procurement and contracting policies/procedures
  • Ability to work independently with limited direction

Preferred Qualifications:

Preference will be given to applicants who, in addition to meeting the minimum requirements, possess two or more of the following:

  1. Experience with Teamwork's/PeopleSoft Contract Module

  2. Experience with Microsoft Office, including EXCEL and WORD

  3. Experience in State of Georgia procurement or contracting

  4. GCPM and six (6) years of contracting-related experience

  5. Experience on properly issuing a solicitation on the Georgia Procurement Registry (GPR) system.
