Job Summary:
Directs activities related to budget preparation and procurement.
Job Duties:
- Supervises the preparation, maintenance and management of an overall agency or division budget.
- Directs subordinate managers and staff. Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.
- Manages human resources and directs administrative activities.
- Analyzes actual performance against budgeted performance and makes determination of causes for budget variances.
- Coordinates the budgetary operations with statistical section, operations analysis, and planning and accounting function.
- Develops and modifies planning and budget policies and procedures.
- Directs the preparation of the Zero Base Budget (ZBB) and/or Results Based Budget (RBB).
- Maintains comprehensive knowledge of governmental budgeting procedures and common operating methods in budgeting.
- Monitors expenditures to ensure compliance with audit guidelines and legal and procedural requirements.
- Monitors the day-to-day activities of the procurement process. Provides recommendations on fiscal and budgetary matters. Supervises and participates in budget preparation and maintenance
Entry Qualifications
Bachelor's degree in public administration, business administration, accounting, finance or a related field from an accredited college or university AND Four years of experience in general management, accounting or budgeting OR Eight years of experience in general management, accounting, management analysis or budgeting.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications
Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess four or more of the following:
1. Six (6) or more years of progressively responsible experience, and at least (3) years of management experience in a financial setting.
2. Experience using PeopleSoft/Team Works Financials, Office of Planning (OPB) Planning and Budget Cloud Services (PBCS) System.
3. Experience working in State Government, its operations and its financial workings.
4. Experience in administrative planning, management and supervision, and working with Federal Grants.
5. Advanced skills in Excel spreadsheets including experience using advanced functions and formulas in complex spreadsheets to include pivot tables and v-lookups.
