PCMS- Institutional Program Director
Job Summary - Under broad supervision, plans, organizes, or manages the activities of social service or community programs. Oversees the program or organization's policies regarding participant involvement, requirements, and benefits. May serve as lead worker.
Responsibility 1- Provides Coordination and implementation of service delivery for Programs and Case Management Services
- The individual responsible for coordinating the quality and accessibility of the generalized counseling, programs, and case management services for the Programs and Case Management Department for the Office of Behavioral Health Services (OBHS).
Responsibility 2 -Analyzes and assesses the effectiveness of existing programs to ensure the identified outcome measures are achieved.
- Establishes goals and objectives that are consistent with the organization's mission.
- Defines job tasks and regulates workloads for units within the section.
- Supervises development of and reviews unit goals on a bi-annual basis. Offers assistance to the unit supervisors when requested toward the development of goals which are consistent with the organization's mission.
- Monitors compliance with policy/procedures through conferences, supervisory meetings, periodic case record monitoring, and periodic attendance at unit meetings.
- Acts as the chair to the managing team (supervisory team) to design and structure programs. Implements changes in policy/procedure/workflow/staff assignments to units.
- Assists in planning and establishing procedures for each position using State, Federal, ACA standards and regulations as guidelines.
- Coordinates with OBHS Regional Administrator to ensure carrying out of agency's purpose.
- Develops and directs the corrective action plan to remedy any staff failure to comply with policy/procedures. Takes corrective action immediately.
- Ensures that controls are used in establishing and maintaining confidentiality of case records.
Responsibility 3-Assures agency compliance with policies, appropriate documentation, and reporting requirements
- Delegates to unit supervisory staff the monthly auditing of case records. Reviews the summary results that the supervisory staff prepares. Directs supervisors to make necessary adjustments, changes or corrections.
- Monitors and approves routine administrative tasks (i.e., travel, time, supply and equipment requests, etc.).
- Compiles information for reports, co-signs correspondence, and reviews and approves supply invoices.
- Delegates to unit supervisors the development and implementation of plans to work with the managing teams/facility leadership as they relate to the provision of their specific programs. Reviews plan results and directs necessary adjustment/corrective actions.
- Sets priorities, assigns work, and reviews and evaluates records with JDCs in managing workloads and work flows. Ensures effective and timely use of resources.
- Provides case consultation at the request of JDC-supervisory and/or casework staff.
Responsibility 4- Builds and encourages a cooperative team-oriented environment within the housing unit(s) and with other facility providers.
- Conducts individual and group supervisory meetings to discuss programs, goals, and purposes.
- Observes supervisors/workers in meetings, training sessions, and interactions with clients.
- Facilitates supervisors' use of team approach both within unit(s) and with other unit staff and supervisors.
- Presents changes to JDCs in a positive manner helping them to accept changes that come about in the way they do their jobs.
- Leads (JDCs) unit supervisors in building good relationships with other facility providers and professionals. Encourages workers to help other units when this is the best interest of the agency/facility.
- Advocates for staff when discussing organizational changes with the administration, and likewise advocates for the agency administration's decisions in relation to the operation of the agency.
- Collaborates with local service agencies to provide comprehensive community services related to the DFCS programs, mission, and/or goals. Responds to agency-assigned duties (e.g., discharge planning and family issues).
Responsibility 5- Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges social services employees.
- Attends internal and external program meetings and professional meetings as available for continuing professional education.
- Attends regular meetings of available and applicable PCMS organization.
- Incorporates knowledge of pertinent new trends and developments into section policies and procedures. Makes recommendations for any related facility changes.
Responsibility 6- Manages human resources and directs administrative activities for groups of social services employees.
- Plans workload, procedures, and training for temporary positions such as SSWs, student interns, clerks, etc.
- Provides leadership in creating and reviewing the instruments utilized in the interview process.
- Trains the JDCs (unit supervisors) in conducting personnel interviews and making appropriate staff recommendations.
- In consultation with the OBHS RPA, assist with the composition of interviewing teams for selection of new employees. Authorizes the team's recommendations for hiring to the program staff (s).
- Assures JDCs (unit supervisors) have appropriate training procedures in place with regard to new employees.
- Reviews the progress of new employees on a regular and frequent basis with the JDCs.
Responsibility 7- Plans, administers, and maintains the operation of social services programs.
- Assures that JDCs review reports for accuracy and completeness.
- Assures workloads are distributed equitably among all JDC staff utilizing strengths and skill level of staff appropriately.
- Assigns special projects to program staff (s) (JDCs/SSWs) as appropriate.
- Assures that proper instructions are given to program staff (s) (JDCs/SSWs) regarding changes in policy/procedures or new activities and job duties.
Responsibility 8- Quality Assurance Planning and Coordination
- Ensure the completion of all Local Operating Procedures (LOP) for all generalized counseling, programs, and case management services on new or annual reviews of program polices.
- Consult with the facility Director and assigned RPA for resolutions in cases where security issues impact the ability to carry out counseling, programs and case management services to the youth. Such resolutions will meet the needs of the youth and without compromising safety and security of the facility.
- Coordinate an internal quality assurance program to assess the quality and consistency of the programs services provided and ensure compliance with professional standards, policies and directives.
- Vetting and preparation for all youth early releases and early release consideration reviews
- Youth Status Review Status Update preparation and uploading/releases to courts.
Responsibility 9- Reviews new and current programs to determine their efficiency, effectiveness, and compliance with state, local and federal regulations (as needed).
- Collects and assesses in-depth information about a client's situation and functioning in order to assess his/her abilities, needs, and eligibility for services.
- Thoroughly review collateral information and other background information to determine appropriate services as a program participant in program services.
- Administers juvenile assessment instruments according to standardized procedures (as needed).
Agency Requirements
- Bachelor’s degree from an accredited college or university in Psychology, Social Work, Sociology, Rehabilitation, or Counseling
and
- 3 years of experience in the human services field
Institutional Program Director (IPD) Preferred Qualifications:
- Master's degree in related field in Psychology, Social Work, Sociology, Rehabilitation, or Counseling and at least one year of experience in mental health/substance abuse treatment settings/juvenile justice/residential setting.
- Graduate coursework in treatment and assessment methods, group counseling, rehabilitation, and human development focuses on the needs of specific treatment, residential and juvenile justice populations.
- Demonstrated knowledge and experience of risk reduction principles and assessments with the juvenile or adult population.
- Three (3) years of professional work experience providing social, case management or rehabilitative services to the juveniles and/or adults in an adult, juvenile secure correctional facility setting or residential settings.
- Two or more years of supervisory or administrative case management experience working with offenders and youth with social and/or rehabilitative services.
