INTRODUCTION: This position is assigned to the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to develop, manage and implement the Idaho Army National Guard Energy Program in support of the Army National Guard and the Department of the Army’s Energy Management Program to reduce cost and to support stewardship of resources, readiness and sustainability. Advises IDARNG key leadership on ways to save energy and dollars, evaluates the energy program and develops local energy policies. Promotes energy awareness throughout the IDARNG. The IDARNG energy program encompasses over 400 facilities with over two million square feet located in a geographically separated area with diverse climates across the state. These facilities are occupied by various entities performing a diverse range of missions.
DUTIES AND RESPONSIBILITIES:
1. Based on broad description of the energy objectives, prepares detailed design criteria for new construction, major and minor modifications, alterations, renovations or repairs to existing facilities and utility systems. Devises plans and methods for meeting energy related project objectives. Makes independent judgments and trade-offs on economy and requirements when different approaches are available. Designs include provisions for the installation or upgrade of facility energy and utility systems to improve energy efficiency to meet the Department of Defense (DoD) and federal government energy and water reduction standards. Determines the applicability, suitability and sustainability of new technology in repair and upgrades to building and utility system components. Prepares plans and specifications for energy conservation related upgrades to existing facilities or utilities as required to meet efficiency requirements while handling additional loads or capacities determined through analysis and evaluation of system requirements. Assists in preparation of design analysis and project justifications for submission to higher authorities for review and approval when applicable, and oral reports to approving agencies when required. Operates computer-aided design and drafting equipment and personal computer equipment in the development of plans and specifications, utilizing established software systems to generate or revise drawings, edit specifications, and perform general engineering computations.
2. Serves as Idaho Army National Guard Energy Manager for energy requirements. Implements, directs and manages the Army Energy Program, Energy Savings and Energy Conservation Investment Program. Is relied upon to provide engineering oversight on energy/water conservation matters primarily within the IDARNG, and continuously participates in government-wide reciprocal dialog concerning energy matters, solutions and ideas with peers and counterparts (both vertically and horizontally). Integrates the IDARNG energy program with other Department of the Army (DA) programs recognizing interrelationships and ensuring compatibility with DA and NGB plans, policy and goals. Evaluates and makes recommendations on matters concerning energy management to ensure compliance with Presidential Executive Orders, Department of Energy (DoE) and DoD, policies, initiatives and mandates. Interprets and implements policy and regulations, congressional acts, local, state, and federal regulations and statutes in managing the Energy Conservation Program. Prepares staff regulations, policy documents, letters/memorandums of instructions, circulars, SOPs and other necessary documentation regarding the Energy Conservation Program. Identifies new areas for reducing usage and projects future requirement. Develops IDARNG long-range energy management plans. Prepares reports for activity supervisors, commanders and higher headquarters about the progress and status of energy management programs in meeting presidential and congressionally directed reduction goals. Reviews and prepares energy related responses to audits, inspections and surveys. Develops briefings and maintains management information data/charts for command review. Briefs IDARNG Command Group, Facilities Board, unit leadership and Building Mangers about the Energy Conservation Program.
3. Reviews designs, including plans, specifications and design analyses prepared by Architect-Engineers for technical adequacy, compliance with government standards, conformance with best engineering practices and satisfaction of the project objective for energy related alteration, construction and repair projects; and makes recommendations for approval or disapproval based on technical merit. Meets with Architect-Engineer personnel to provide general direction and resolve differences. Provides technical review for bids on energy related projects under consideration for award. After award, serves as Project Manager for energy contracts. Reviews contractor’s technical submittals, shop drawings, design computations, and similar information on materials for conformance with plans and specifications.
4. Reviews and verifies billing information and inputs consumption quantities and cost into databases. Performs cost analysis to ensure all readings, quantities used, and cost amounts charged are accurate. Recognizes and researches errors and inconsistencies in utility consumption. Contacts utility companies to resolve errors. Transmits annual, quarterly and monthly data-call reports electronically to higher headquarters, Army Energy and Water Reporting System (AWERS) and other databases. Prepares utility billing estimates for new and renewal tenant customers by performing analysis based on established criteria formulas. Develops yearly utility sales rates for the facility tenant rental agreements by providing historical utility consumption data and computing cost inflation factors. Submits such utility rates to the Construction and Facilities Management Officer for approval.
5. Directs and analyzes energy data and conducts energy audits and special studies to optimize program efficiencies. Develops techniques and conducts energy surveys and feasibility reports to identify the nature and condition of existing facilities and to recommend design improvements to existing structures and systems. Develops architectural-engineering specifications for technical inspections of facilities for energy efficiency to include lighting; thermal water systems; heating, ventilation and air conditioning (HVAC) systems; and building envelope. Performs technical supervision for energy data collection and analyzes data about building and utility systems to determine design improvements for energy conservation. Identifies problems such as improper use, type or installation of systems; improper type or placement of thermostats; and other inefficient arrangements. Prepares estimates for alteration and modification projects; analyzes work to be done and assigns work in efficient manners. Performs life-cycle cost-benefit analyses to determine if alteration costs will be recovered in energy conservation projects. Reviews, evaluates and coordinates with other functional areas within the CFMO for long and short-term major and minor construction, maintenance and repairs, and State Department of Public Works (DPW) projects ensuring state-of-the-art conservation techniques are incorporated into the designs, suggesting different energy efficient methods, and keeping current about new and innovative technology.
6. Responsible for promoting and devising plans and awareness of ways to reduce facility energy utilization throughout IDARNG facilities in support of the Army Energy Management Program. Supervises or performs spot inspections of installation activities for compliance with DA, NGB and IDARNG established policies for efficient use of energy. Develops techniques, methodology and criteria for thorough investigation and analysis of installation and training areas’ operations to determine and measure energy usage. Develops and implements required design modifications based on results of investigation and analysis of facility and installation energy usage. Develops, recommends and defends operational changes to reduce energy consumption for overall system improvements. Provides technical advice, guidance and operational assistance as necessary.
7. Establishes, monitors and updates policies for the Direct Digital Control (DDC) systems. Monitors for optimal efficiency and audits DDC systems as needed.
8. Performs other related duties and projects as necessary or assigned.
SUPERVISORY CONTROLS: Works under the general supervision of the Supervisory Facility Operations Specialist who establishes broad outlines of overall objectives and policy guidance. The incumbent is expected to perform with a wide-latitude of freedom and independence, within assigned responsibilities, and in accordance with applicable policies and statutory requirements. Incumbent independently manages the IDARNG Energy Management and Conservation Programs; and independently plans, designs and carries out major projects and/or studies to decrease overall energy usage. Uses good judgment in developing and executing varied and complex programs carried out at widely dispersed locations. Provides the supervisor and/or Construction and Facilities Management Officer periodic updates concerning programs and related goals/objectives through informal discussions, conferences and consultations. Seeks guidance from the supervisor by exception, typically concerning specific issues with unusual or unprecedented circumstances or a level of sensitivity that warrants the supervisor’s involvement. Independently oversees the work function and resolves conflicts that arise, integrating and coordinating the work. Completed work is reviewed in terms of effectiveness of results achieved, and acceptance is considered as technically authoritative, normally constituting the basis for final approval or endorsement by the CFMO and/or IDARNG Command Group.
PERSONAL WORK CONTACTS: Functions as the principal advisor to the CFMO and personnel on matters pertaining to the Army Energy Management Program. Has routine contact and maintains effective relationships with high-ranking managers and military personnel internal and external to the Idaho Military Division/Idaho National Guard; state and federal agency managers; architectural and engineering consulting firms; and contracting/service firms. Information required is normally transmitted through oral and written communication, including, but not limited to personal contacts, reports, memoranda, letters, telephone calls, staff meetings, special committee assignments and oral presentations to transmit information.
WORKING CONDITIONS / PHYSICAL EFFORT: While the incumbent’s work is primarily sedentary and performed in an office environment, frequent visits to construction sites do expose the incumbent to a variety of hazards. Hazards include high noise levels, dust, chemicals and working equipment. Field surveys and site visits involve a considerable amount of physical activity including walking, climbing and stooping over rough terrain on construction sites that are not necessarily easily accessible. Work performed in formal public settings requires the incumbent to demonstrate poise and maturity. Promotes a respectful workplace that complies with policies of the Adjutant General. - Must be federally recognized Commissioned Officer (O-4 or below) or Warrant Officer of the Idaho National Guard. (If you are applying as a civilian under 21-55-MW-TEMP BACKFILL, please indicate so.)
- Must have and maintain a valid and unrestricted state issued driver’s license (from any state).
- Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation. If a selected candidate does not have a current favorable T3, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)
- Must be certified by the Association of Energy Engineers (AEE) as a Certified Energy Manager (CEM).
- Must have a Bachelor's Degree or higher in Electrical, Mechanical or Civil Engineering, or other related field from accredited college or university.

Knowledge, Skills and Abilities (KSAs)
Applicants must have 36-months of specialized experience performing related duties as specified below.
- Ability to coordinate and conduct technical review of all energy related designs and construction projects.
- Knowledge of facilities energy (gas/electric, renewable and water), characteristics and peculiarities sufficient to understand the technical aspects of handling, storing, receiving and issuing necessary to resolve difficult operational problems and the interrelationships of these functions with inventory control, accountability and quality assurance/surveillance.
- Knowledge of energy conservation techniques, management and methods used to reduce all forms of energy consumption without adversely affecting the mission.
- Skill to analyze and develop energy system operations for regulatory compliance and sound management, to defend detailed written reports and/oral presentations of findings and recommendations.
- Skill to set goals and priorities, analytical thoroughness in researching issues and organizing material in a clear and concise manner.
- Skill to communicate effectively verbally and in writing in order to brief or instruct when writing policies.
- Knowledge of facility systems and procedures to evaluate operations for safety and conservation, and to be able to detect misuse and waste.
