The Idaho Commission on the Arts enables access to the arts, arts education, and Idahoans’ cultural and artistic heritage. The Executive Director serves at the pleasure of the Governor and is accountable to the gubernatorially appointed board of commissioners and is responsible for agency operations and providing staff direction. The Commission on the Arts is seeking an Executive Director to advance the commission’s mission and advise the board of commissioners in key areas of operations, agency development, legislation, agency partnership activities, and long- and short-range planning.Key Responsibilities
To the Board of Commissioners
- Orient commissioners.
- Prepare meeting agendas and materials for all commission and committee meetings.
- Establish effective channels of communication among commissioners, staff, and the public, including the media.
- Represent the commission in joint efforts with arts groups and other organizations.
- Recruit, hire, supervise, and evaluate and, if necessary, release agency staff.
- Develop and implement fair and equitable personnel policies in consultation with the Idaho Division of Human Resources.
- Interpret and implement state, regional, and national programs and policies.
- Be aware and inform commissioners of developments and trends in the arts.
- Formulate commission policies and strategic plans.
- Ensure continued dialogue between commissioners and staff on budget priorities.
- Develop strategies and implement plans to increase public and private matching funds to meet commission objectives.
- Prepare, prioritize, and present a balanced budget to the board of commissioners, the Governor, and the Legislature.
- Administer a budget that is balanced.
- Ensure commission operations comply with state and federal standards and requirements.
- Maintain accountable records.
- Speak, advocate, and create greater public awareness of the arts in various public forums and other venues.
- Coordinate multi-state arts programs and disseminate information on the arts, artists, and arts organizations in and outside of Idaho.
- Encourage dialogue on arts issues with artists, arts organizations, and Idaho citizens.
- Develop funding and technical assistance for artists and arts organizations.
- Design programs to make the arts more accessible to Idaho citizens.
- Supervise and evaluate all commission programs.
- Undergraduate degree in a related field, such as public administration or an arts-related management field
- Knowledge of state government processes
- Knowledge of budgeting and financial management in the public sector
- Knowledge of grants management and grant-writing
- Knowledge of research design methods
- Experience working with legislative processes
- Experience communicating effectively and managing public relations
- Experience managing staff
- Graduate Degree in a related field, such as public administration or an arts-related management field
- Five years or more experience in arts or public administration management
