Idaho Department of Parks & Recreation has an opening for an Operations Division Administrator.
This position is a nonclassified position and is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.
The Operations Division Administrator reports to the Director and serves as a member of the Department's executive management team and assists the Director with overall department planning, priorities and direction including the strategic plan, budget priorities and board initiatives.
The Operations Administrator directly manages; three Regional Park Managers located in Boise, Coeur d'Alene, and Idaho Falls; the Outdoor Recreation Bureau Chief in Boise, Natural Resource Program Manager in Coeur d'Alene; and the statewide Education/Experience Program Supervisor.
This position will involve frequent travel within the region and the state.
- Manage operational program resources for parks, recreation, and natural resources including planning, organizing, staffing, developing, communicating, operating, researching and budgeting functions;
- Oversight of a Division with 100+ full time employees.
- Direct, problem-solve, and implement business process for the State Parks, Outdoor Recreation, Interpretive Program and Natural Resources.
- Collaborate with the Director on legislative issues, will include writing and presenting information at committee meetings.
- Develop, review and administer agency contracts, agreements and leases, ensuring compliance with established agency policies and all applicable state and federal laws.
- Provide positive leadership and ensure that communication and other management practices support an environment of teamwork, innovation, creativity and efficiency.
- Develop strong working relationships with partners and special interest groups to build programs, expand services and promote agreements.
- Perform additional assignments as needed.
- Bachelor's Degree in Parks & Recreation Management or significant experience in related field with progressively responsible experience in natural resource management and protection, outdoor recreation, and park management or related field. Experience may be substituted for a degree.
- Experience directing, supervising and motivating staff and facilitating a team approach to meet program and division objectives.
- Experience in developing and managing a large and complex budget for revenue generation and expenditure control.
- Skilled in communicating effectively, both verbally and in writing, to a wide variety of audiences.
- Background in facilitating diverse groups of people to identify common issues and implement solutions.
- Ability to manage multiple responsibilities and remain organized and effective.
- Experience in the development and management of cost tracking, performance measurement and other management tools with application in the field of Parks and Recreation.
- Experience in the development, implementation and management of successful outdoor education, boating safety, off highway vehicle safety and interpretive programs.
Our 30 state parks range from Priest Lake in the forested northern region of the state, to Bruneau Dunes in the southern desert region, to historic Harriman State Park, which is part of the Yellowstone ecosystem in eastern Idaho, to beautiful Bear Lake next to the Utah border.
The trails program is recognized nationally for the innovative management and operation of more than 5,000 miles of groomed snowmobile trails, 13 park & ski areas, and a number of successful statewide trail maintenance programs operated through partnerships with federal land managers. The Boating Safety Program includes both boater safety education and law enforcement training coordination.
The Education/Experience Program provides guidance, standards and training to staff for the creation and presentation of educational and experienced-based programming presented with Idaho State Parks. This program seeks to maintain a high level of professionalism and participation in the agency’s interpretive efforts.
The Natural Resource Program includes; planning, developing, managing, and evaluating the Department's statewide natural resource plan; providing public education; and management of forested and other natural resource areas within lands owned or managed by the Department.
