This announcement may be used to fill multiple positions in the Division of Purchasing (DOP), with an emphasis on either Procurement or Contract Management.  The selected candidate(s) will join a team of passionate and skilled professionals that serve as the central purchasing authority for state agencies.  In addition to challenging and rewarding work, DOP emphasizes professional development and strongly encourages team members to participate in the National Association of State Procurement Officials (NASPO) and the local chapter of the National Institute for Public Procurement (NIGP) in Idaho, the Idaho Public Purchasing Association (IPPA).
 
These permanent classified positions include a comprehensive benefit package including: PERSI Retirement Benefits, Medical/Dental Benefits and Life Insurance for the employee and eligible dependents. Paid time off includes both vacation and sick leave as well as ten (10) paid holidays per year.    
  • Consults with department purchasing personnel to determine product or equipment requirements
  • Advises departments of legal requirements for purchasing
  • Prepares specifications for formal bids
  • Resolves vendor specification appeals
  • Prepares complex multi-department contracts
  • Prepares and negotiates contracts for specialized services
  • Negotiates solutions when terms of contract are broken
  • Researches products, equipment, and services to insure practicality, cost-effectiveness, and supply availability
  • Applies value analysis and life-cycle-costing formulas to purchases
  • Approves purchase orders, leases, and contracts with no limitation on dollar amount
  • Interprets State Purchasing Code, advises purchasing personnel on purchasing requirements and procedures, and provides technical assistance on difficult purchases
  • Authorizes payments of invoices
Considerable knowledge of:
  • Governmental purchasing procedures and methods
Experience:
  • Interpreting and applying laws, rules, and regulations
  • Preparing contracts and bond requirements for products, services, or equipment
  • Monitoring contract activity for compliance with terms and conditions
  • Preparing and evaluating written specifications that include value analysis, life-cycle, and weighted value
Please note: The successful candidate will be required to pass a fingerprint-based background check.  

This position will also interact with a diverse customer base and must be able to interact in a non-partisan manner when working in political environments.
