Position Overview
The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented employee. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. The DEC mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development. DEC is seeking to hire a position to perform highly technical and independent data reviews and mining activities for the Division of Early Childhood (DEC). This position serves as a liaison with Department of Innovative Technology (DOIT) representatives, contracted agencies, and DEC Programs to design, develop, and implement Unit policies and procedures and assists in the planning, analysis, and implementation of technology upgrades and enhancements. The position serves as a representative with other technical, administrative and management personnel within DEC, other Department Divisions, other state agencies, and the federal government to ensure compliance with state and federal mandates. The position also performs liaison work on DEC Program data systems and issues.
Job Responsibilities
- Performs highly technical and independent data mining, reviews, analysis, and interpretation activities for assigned areas within the Division of Early Childhood (DEC).
- Serves as a liaison with Department of Innovative Technology (DOIT) representatives, contracted agencies, and assigned areas to design, develop, and implement Unit policies and procedures.
- Performs liaison work on assigned areas, program data systems issues, and future enhancements.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
- Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.
SPECIALIZED SKILL(S)
- Of the required two (2) years required experience, requires two (2) years of progressively professional experience in importing/exporting, extracting, mining, and analyzing multifaceted early childhood data elements to develop written and/or statistical reports, using Business Objects, ACL, Microsoft Office Suite (e.g., Access, Excel), and/or other related standard inquiry format/software at a public or private organization.
Preferred Qualifications
- Three (3) years of professional experience in importing/exporting, extracting, mining, analyzing, and interpreting multifaceted Early Childhood data elements to generate complex written and/or statistical reports, using Business Objects, Microsoft Office Suite, ACL, and/or other related standard inquiry format/software at a public or private organization.
- Three (3) years of professional experience in thinking creatively and strategically to generate comprehensive written and statistical reports for planning purposes.
- Three (3) years of professional experience in developing, implementing, and evaluating new and revised methods, procedures, and policies to ensure the successful completion of special projects and/or assignments within designated time frame and format.
- Two (2) years of professional experience with communicating effectively (orally and in writing), which includes creating and presenting cutting-edge PowerPoint slide decks and written and/or statistical reports that are clear, concise, and grammatically correct.
- Two (2) years of professional experience in understanding the basic use of graphs, charts, and/or maps [e.g., two dimensional or Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS)].
- Two (2) years of professional experience in serving as a lead worker at a private or public human service organization.
Conditions of Employment
- Requires ability to travel with overnight stays.
- Requires basic proficiency in Microsoft Office Suite (including SharePoint, Teams, and OneDrive)
- Requires basic proficiency in Business Objects.
