This position is accountable for developing and enhancing the department’s intranet portal and content management system which is currently Microsoft SharePoint (SharePoint). This includes the development of system architecture, design, and solution implementation for SharePoint system environments in support of the department’s business initiatives.

This position reports to the Chief Technology Officer. There are no subordinates reporting to this position.
This position is responsible for leading initiatives for the infrastructure of the departments’ content management system and effectively interacting with all functional areas of the department, that require the utilization of SharePoint and other Microsoft technologies. The incumbent operates in an environment that demands innovative, efficient, dependable, and secure technology resources and is under constant pressure to meet deadlines without sacrificing any of the foregoing requirements. This position develops and utilizes SharePoint and other Microsoft technology resources to facilitate the strategic information technology (IT) objectives of the department in an efficient and cost-effective manner. The incumbent implements solutions in current and future SharePoint environments, SharePoint Online, and Microsoft Dynamics 365. S/He has an in-depth working knowledge of and implements solutions in PowerApps, MS Automate, PowerShell, Power BI, Azure, Logic Apps, SPFx, and custom connectors development. This position continuously works to enhance his/her knowledge of technological advances in SharePoint and other Microsoft technologies and practices within the rapidly changing IT industry.
Typical problems of this position include designing, developing, and implementing systems that maximize the department’s utilization of resources to assure timely and effective completion of objectives. To meet this challenge, the incumbent must combine the complex and dynamic requirements of the department with state-of-the-art technology and computer systems. The greatest challenge of this position is using existing technology resources and developing new technology applications to effectively address user demands while focusing on department priorities and goals and utilizing the available resources to their maximum potential.
The incumbent is personally responsible for tailoring business solutions in the department’s web-based collaborative platform by leveraging the latest Microsoft technologies and best practices to include the Microsoft O365 platform. In addition, s/he is responsible for collaborating with lead test and quality assurance teams during the development and implementation of enterprise solutions. To perform these responsibilities the incumbent utilizes deployment of packages for SharePoint On-premise and SharePoint Online as well as Microsoft .NET Framework architectural models. S/He also utilizes SharePoint versions 2010, 2016, and 2019; Power Platform Solutions; Microsoft Dynamics 365; and Microsoft Identity and Asset Management (IAM) technologies and protocols. This position is responsible for integrating business intelligence (BI) technologies with SharePoint including Power BI, dashboards, Key Performance Indicators (KPIs), and Excel Services. S/He is instrumental in implementing all phases of the software development lifecycle (SDLC) and is familiar with different delivery models such as DevOps, Agile, and Waterfall in order to accomplish this.
The incumbent has a great deal of latitude in solving technical problems within the guidelines established by the department. Matters that affect the Technology Research and Development Section such as user budgets, time constraints, or affected user standards and procedures are referred to the Chief Technology Officer for resolution. This position is constrained by departmental policies and regulations.
Internal contacts are with all areas of the department as needed for the development of IT solutions. External contacts are with other technical specialists who have similar functions at other state, local, and federal agencies or with vendors of SharePoint or other Microsoft technology-based products and services. This position requires occasional statewide travel which may include overnight stays to attend meetings and/or training classes.
The effectiveness of this position can best be measured by the incumbent’s commitment to the standardization, innovation, timeliness, and effectiveness of technology initiatives and assurance that best business practices are observed by all available support resources for the department.
1. Develops and enhances the department’s content management system to include the development of system architecture, design, and solution implementation for the current SharePoint system environments.
2. Collaborates with lead test and quality assurance teams during the development and implementation of enterprise solutions and integrates BI technologies with the department’s content management system including Power BI, dashboards, KPIs, and Excel Services.
3. Implements solutions in both current and future content management system environments and directly supports the Microsoft 365 platform while committing to the standardization, innovation, timeliness, and effectiveness of departmental technology initiatives.
4. Designs, develops, and implements systems that maximize the department’s utilization of resources to assure timely and effective completion of departmental objectives.
5. Utilizes the department’s content management and storage system including SharePoint and Microsoft technology resources to facilitate the strategic IT objectives of the department in an efficient and cost-effective manner.
6. Uses existing technology resources and develops new technology applications to effectively address user demands while focusing on departmental priorities and goals and utilizing the available resources to their maximum potential.
7. Implements all phases of the SDLC and is familiar with different delivery models such as DevOps, Agile, and Waterfall.
8. Deploys packages for the department’s content management system including SharePoint On-premise and SharePoint Online and develops Microsoft .NET Framework architectural models.
9. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
10. Performs other duties as assigned.
