At Child Support, we help the families of Iowa successfully navigate and understand the importance of providing both financial and emotional support for their children. This includes establishing, enforcing and monitoring child and medical support orders, as well as processing support payments. We also offer programs across the state to increase and enhance the involvement of parents with their children. We assist with resources for employment to help paying parents find work, offer programs to facilitate access and visitation, and partner with several programs to facilitate parenting programs.

This position is located within the Des Moines Regional Child Support Program and performs complex case management for parents in need of paternity, medical and support establishment, modification of an existing order, enforcement and monitoring of support orders. Responsibilities include communicating with a variety of community partners including human service agencies, attorneys, clerks of court, county sheriffs, employers, corrections, and other related entities to achieve the goals of the Child Support Program.

We are looking for someone who is respectful, positive, and a quick learner who has a passion for serving and supporting families through the life of their order.

This position requires a person who can independently analyze a variety of complex case situations and legal scenarios to determine the appropriate action needed to establish, enforce, or modify support for families both in and out of the state of Iowa. This person will encounter customers who may be reluctant to cooperate with Child Support. A large part of child support work requires communicating with customers via telephone, email, and written correspondence. We are looking for a case manager with a personality that can build relationships with parents and work with them to ensure they are successful.

This position requires a highly motivated, organized individual with excellent written and verbal communication skills, and the ability to:
  • Manage assigned caseload and demonstrate critical thinking skills required to complete complex tasks independently.
  • Read and comprehend complex instructions including federal, state and local laws, policy and procedures applicable to the Child Support Program and apply it to child support casework.
  • Produce work that requires extreme accuracy.
  • Prioritize complex tasks and time to meet established performance goals and critical deadlines.
  • Perform mathematical calculations needed to accurately reflect support obligations.
  • Interact with employees and customers in a manner that is consistent with quality customer service delivery.
  • Resolve problems/issues by using good listening and positive conflict resolution skills.
  • Adjust and adapt to work pressures, change or difficult situations impacting people or groups without unusual stress reactions.
  • Work productively in a team environment.
  • Accurately enter, retrieve, file, generate and correct case folders and/or information from ICAR and various database systems.
  • Accurately retrieve, upload and index mail from Electronic Mail System.
  • Navigate efficiently in a Windows environment.
  • Proficient in Microsoft Office: Word, Excel, Outlook; and the ability to learn and use other personal computer programs as necessary.
  • Comprehend and adhere to the confidentiality provisions stated in the Code of Iowa.
  • Maintain high attendance as excessive absenteeism negatively impacts the Child Support Program.
  • Write clear, concise and accurate letters that are grammatically correct.
  • Travel occasionally when work is required outside of the office.
Additional Qualification Requirements:
This position requires the completion and successful passing of a criminal and IRS background check, including fingerprinting.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Bachelor's Degree and one year of full-time professional level experience such as program development, management or operations;

OR
experience equal to four years of full-time technical, administrative, or professional level work related to the recovery of child support or in a public assistance (income maintenance) program;
OR
an equivalent combination of experience and education substituting one year of the required full-time professional level experience in program development, management, or operations for each year (30 semester hours) of the required education;
OR
employees with current continuous experience in the state executive branch that includes three years of full-time clerical experience in a child support recovery unit or two years of full-time work as an Administrative Assistant in a child support recovery unit.
