Job Description

Under the general direction of the Unemployment Insurance Tax, Accounting, Audit, and Collections Bureau Chief within the Unemployment Insurance Division; Manages the Field Audit and Misclassification Unit of lowa Workforce Development. Program oversight includes auditing employers for compliance to Iowa Code and Administrative Rules, ensuring the proper classification of employee and contractors, and establishing correct and timely employer payroll tax liability.

This person is responsible for personnel functions of the UI Field Audit and Misclassification Programs. This includes establishing permanent positions, interviewing and selection of staff, hiring justifications, preparing performance plan evaluations, and handling grievances and disciplinary actions. Ensure that the staff receive necessary training and have the proper equipment and technical support to perform their job duties. Makes work assignments as needed to accomplish UI Division and Tax Bureau objectives. Help develop and administer Division and Bureau policies and procedures and approves work methods to ensure staff comprehension and implementation.

Plan, direct, and administer statewide U.S. Department of Labor (DOL) UI Tax Field Audit and Misclassification programs. Formulate, develop, implement, and interpret administrative procedures for staff. Reviews and evaluated activities, reports, and records. Determines if program goals, objectives, and functional program responsibilities are being met. Develop internal policies and procedures for improving coordination among managers and key personnel. Keep staff informed of management goals and revisions of policies and procedures. Develop policies and procedures to enhance the quality of operations and ensure high level of performance and accuracy, quality, and timeliness measures required by the Department of Labor. Analyze reports of work accomplished or work quality to assess progress toward meeting goals and take corrective action as needed. Prepare the State Quality Service Plan if measures do not meet established performance standards. Address constituent complaints and inquiries. Assist program staff with daily operations as needed to meet performance goals.

Collaborate with Bureau and Division management in evaluating and resolving operational problems of the Field Audit and Misclassification programs to make appropriate decisions that will enhance the program. Collaborate with other Division Leadership and other departments to prepare strategic plans that maximize the performance of the Tax Bureau and accomplish IWD's mission, vision, and goals. Collaborate with Bureau and Division Leadership on significant problems and issues for the Agency.

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equal to four years of full-time professional level work in unemployment insurance, program administration, management or development;

OR
an equivalent combination of education and experience, substituting one year of the full-time required experience for one year (thirty semester or equivalent hours) of the required education to a maximum substitution of four years;
OR
employees with current continuous experience in the state executive branch that includes four years of full-time work as a Workforce Advisor, Field Auditor, Job Insurance Quality Auditor, Tax Performance System Analyst, Investigator 2 or Employer Liability Specialist.
