Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus six years of experience in information technology or professional administrative services. One year of this experience must have been at the supervisory level.
SUBSTITUTIONS:
1. An associate’s degree in information technology will substitute for the baccalaureate degree.
2. Two years of experience or training in information technology will substitute for the baccalaureate degree.
Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.
A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.
3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The IT Statewide Administrator 1 position reports directly to the IT Statewide Senior Administrator of Technology (Chief Technology Officer) and is responsible for all statewide network data, voice, communications and related infrastructure services for the Office of Technology Services (OTS). The incumbent in this position oversees the planning and operational groups responsible for supporting large scale and complex statewide networks, systems and connectivity in and between field offices and multiple core data centers on-premises and in the cloud. Agencies supported include all in scope OTS agencies, as well as all three branches of state government, and quasi-governmental educational entities. This position requires the incumbent to develop and maintain advanced knowledge of the network and communication technologies as well as the topologies of multiple large scale interconnected state networks and systems.
45% Provides administrative oversight and direction for all statewide network infrastructure and functions including data, voice and related enterprise communication services. Responsible for strategic planning, network architecture and design, defining
and enforcing policies and standards, and ensuring the overall performance and stability of the State’s large scale and complex network services infrastructure and related technologies. Responsible for complex, multi-vendor network and communications components within multiple data centers on-premises, in the cloud and between all network locations around the state. Establishes service level targets for network performance and availability. Oversees contracts and relationships with third party vendors and ensures expected service levels are being met. Ensures industry system framework standards are adopted and is responsible for system audit compliance with applicable regulations and guidelines.
15% Responsible for operational oversight of statewide network edge components in all state agency field offices and other remote facilities (1,200 sites). This includes installation, configuration, maintenance and upgrades of local and wide area network services and connectivity dependencies between the offices and data centers including routing, switching, internet, SD-WAN, Wi-Fi and VoIP services.
15% Responsible for operational oversight of statewide remote and on-site network and voice systems projects, support, customer order processing, incident ticket handling and customer service. Oversees coordination of service outage recovery tasks for minor and major events.
10% Responsible for the overall network services related budget, cost allocation, rate development and finances of associated lines of service. Provides oversight for procurement, competitive bids, contracts, and projects. Responsible for ensuring processes are established for hardware and system lifecycles, order processing, inventory tracking, change management and incident response. Responsible for monthly customer usage tracking and billing.
10% Responsible for overall personnel administration, staffing levels, resource planning, training, communication and performance evaluation. Establishes operational performance measures, organizational goals, improvement strategies, and project initiatives. Conducts meetings with peers and staff to discuss organizational plans, operations and issues.
5% Performs all other tasks and special projects as directed.
