If yes, the Hazard Mitigation Grant Administrator position may be for you. This position assists with managing, administering, and enhancing all FEMA Hazard Mitigation Assistance grant programs. FEMA mitigation grant programs are designed to provide funding to eligible entities for sustainable actions that ultimately reduce or eliminate long-term risk to people and property from future disasters. This position reports to Maine Emergency Management Agency’s State Hazard Mitigation Officer.

Primary responsibilities include: 

  • Review and reconcile records across assigned grant programs to ensure financial accuracy, programmatic alignment, and effectivity of tracking mechanisms.
  • Facilitate and execute quarterly programmatic and financial reports in collaboration with MEMA's Budget Office.
  • Track project status across all grant recipients and facilitate project closeout.
  • Facilitate and coordinate grant award and program closeout in collaboration with MEMA's Budget Office.
  • Facilitate and manage reimbursement questions and concerns with State, Local, Tribal, and Territorial (SLTT) entities as needed to ensure programmatic compliance and an effective and efficient reimbursement process.
  • Review and assist in the dissemination of policy or programmatic changes/updates as they pertain to the Hazard Mitigation program.
  • Ensure equity and continuity considerations are considered in Mitigation training, workshops, and outreach pertaining to the Hazard Mitigation program.
  • Evaluate available data and trends to identify potential opportunities for the State to improve and enhance the management of the Hazard Mitigation program.
  • Support the development and maintenance of strong partnerships and relationships.

  • Emergency Management practices and related fields.
  • Budget methods, techniques, and practices.
  • Structure & functions of state, regional & local government.
  • Grants and accessibility of federal and state funds.
  • Contract administration practices and procedures.
  • Data processing and information services.
Essential abilities:
  • Interpretation of program trends, results, and related data to formulate recommendations.
  • Management of multiple priorities with strong problem-solving skills.
  • Effective communication in writing and verbally.
  • Develop and analyze complex programmatic and financial information.
  • Ability to work both independently and in a team environment.

Minimum qualifications:

Education, training, and/or experience demonstrating competence in contract or grant administration.

Preferences: 

  • Preference will be given to candidates with a Bachelor’s Degree in Emergency Management, Public Administration, Business, Finance or a related field.
  • Four (4) years of related experience as a program or project manager is preferred. 
  •  Experience with contracts and procurement preferred.
