Main Purpose of Job

This full time contractual position will develop, enhance, and maintain MS Access applications, and handle both frontend and backend development procedures of an existing SQL-based database. This position and the Division support the activities within the Office of Eligibility Services (OES). This position is responsible for assignments that include design, development, testing, implementation, and maintenance of the systems in support of Program Integrity activities.\r\n\r\n\r\nSpecifically, this position requires experience with software development in order to develop packages in Structured Query Language (SQL) for the PIRAMID database. In addition, experience and skills are needed for Microsoft Excel, and Microsoft Access. Data sources include State systems such as MMIS, Eligibility & Enrollment, and the Maryland Health Connection.\r\n\r\n

MINIMUM QUALIFICATIONS

Experience:�Five years of�experience, one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using�generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.\r\nNotes:\r\n1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally�accepted computer programming languages or other developmental tools for six months of the required�experience.\r\n2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.�\r\n3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.\r\n4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.\r\n5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university� in Information Technology, Computer Science, Management Information Systems, or other information technology related field and one year of experience designing, developing,�testing, implementing and maintaining applications systems�and programs using generally accepted computer�programming languages or other developmental tools for the required experience.\r\n6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.�� \r\n

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:\r\n\r\n\r\n Bachelor's degree in Computer Science, Information Technology, or a related field\r\n Proficiency in data management/analytics tools such as Excel, Tableau, SQL, SnowSQL, Python, and or R, etc.\r\n One year of MS SQL or T-SQL scripting and programming experience, creating, modifying and implementing database stored procedures and scripts�\r\n\r\n\r\n

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.\r\n

BENEFITS

\r\n\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n\r\n
