Main Purpose of Job
The main purpose of this position is to assist the Executive Director, General Counsel and Staff Counsel for the State Ethics Commission. This position participates in coordinating training requests from State agencies and State boards and providing presentations on the Ethics Law and mandatory training for State employees, officials, and lobbyists. The responsibilities of this position include conducting live and virtual training presentations, as well as assisting with training compliance matters. This position will have duties related to legal analysis, substantial drafting of regulations for the Commission, and providing advice and review in local government/school board matters. This position may also have duties, as needed, related to advising State employees and officials on secondary employment and other conflicts of interest advice requests. This position will have duties related to financial disclosure and lobbying compliance matters. This position may also assist in legal research. This position will conduct telephone, virtual and in-person meetings with officials and employees in State and local government, lobbyists and citizens inquiring about the Ethics Law. This position participates in investigating and presenting enforcement matters to the Commission if Staff Counsel and the Executive Director are absent or recused from the matter.�
POSITION DUTIES
Assistant Counsel will report directly to the Executive Director and work with the Executive Director, General Counsel and Staff Counsel. This position will provide training to State employees, State boards members, State officials and lobbyists. This position will assist the General Counsel with regulation drafting, review of local government ethics ordinances and advice matters as assigned. This position will assist the Staff Counsel with training, financial disclosure and lobbyist compliance and enforcement matters. Duties also include monitoring and maintaining certain databases related to training and financial disclosure compliance. This position monitors compliance related to public access of certain financial disclosure statements. This position also assists with additional administrative duties and audits.
MINIMUM QUALIFICATIONS
Education:� Must be an active member of the Maryland bar. Experience:� At least two years of recent legal experience.
