Position one Game Bird Section Manager: located in Cambridge, MD (Dorchester County)

Position two Game Mammal Section Leader: located in Clear Spring, MD (Washington County)

Main Purpose of Job

The incumbent of this position serves as a Game Program Section Leader, within the Wildlife and Heritage Service (WHS), Game Management Program. The incumbent is responsible for the planning, development, coordination, management, and interpretation of all scientific and technical activities related to game species in Maryland. The incumbent’s role is to promote the conservation of these living resources, their habitats and ecological relationships. A large aspect of the position is the management of human interactions with these species, including animal damage control, disease monitoring and consumptive/non-consumptive use.

This position supervises statewide species biologists who are technical experts in all matters relative to the management of these game species. The incumbent provides leadership to inter-agency team efforts, guides development of management plans, and influences resource policy and regulatory actions. The incumbent has budgetary responsibility for the projects within the Game Management Program. Managing the Game Section includes working with game biologists and administrators throughout the eastern states and provinces as well as ensuring staff are engaged at this regional level.

The incumbent serves as a unit representative on the DNR licensing and registration system committee. This role includes making sure the system is functioning appropriately for deer and turkey harvest check-in, and is updated accordingly with any WHS-specific changes. The employee also maintains oversight of the integrity of the deer and turkey harvest data collected through the telephone/ app check-in system. The employee also provides oversight on varies lotteries, most of which are conducted online. The incumbent works with DNR staff in other Units as well as acts as a liaison with the public, landowners and the media in accomplishing this task in a timely and accurate manner.

The incumbent provides oversight on statewide permit programs and works in conjunction with regional staff. The employee provides support to other staff concerning the Microsoft Access permit database, oversees collection of harvest data associated with the permits, and reports out on annual metrics associated with the permits. The employee provides scientific expertise concerning legislative and regulatory actions associated with these permits.

The employee directly, and via supervised employees, interacts extensively with DNR managers on land management issues, including providing state of the art input on habitat management for game species; proposing, planning and conducting research on habitat management practices; and providing scientifically sound input into Wildlife Management Area (WMA) plans, a major initiative within the Unit.

POSITION DUTIES

Position one: Game Bird Section Manager for the Department of Natural Resources (DNR), Wildlife and Heritage Service (WHS), Game Management Program. This position is responsible for the administration, planning, development, coordination, management, and interpretation of all scientific and technical activities related to migratory and resident game bird species. The selected candidate’s role is to promote the conservation of these living resources, their habitats and ecological relationships at the state, national and international level. A significant and unique aspect of the incumbent’s job is managing migratory birds through extensive interaction and partnership with other states, the Canadian provinces and the federal governments of the U.S. and Canada. The employee directly, and via supervised employees, interacts extensively with DNR managers on land management issues, including providing state of the art input on habitat management for game bird species; proposing, planning and conducting research on habitat management practices; and providing scientifically sound input into Wildlife Management Area (WMA) plans, a major initiative within the Unit.

Position two: Game Mammal Section Leader, within the Wildlife and Heritage Service (WHS), Game Management Program. The selected candidate is responsible for the planning, development, coordination, management, and interpretation of all scientific and technical activities related to game mammal species in Maryland. The position will promote the conservation of these living resources, their habitats and ecological relationships. A large aspect of the position is the management of human interactions with these species, including animal damage control and consumptive/non-consumptive use. The position provides oversight on the Deer Management Permit program in conjunction with regional staff. The selected candidate supervises statewide species biologists who are technical experts in all matters relative to the management of these game mammal species. The incumbent provides leadership to inter-agency team efforts, guides development of management plans, and influences resource policy and regulatory actions. The incumbent has budgetary responsibility for the Game Mammal Section. Managing the Game Mammal Section includes working with game mammal biologists and administrators throughout the eastern states and provinces as well as ensuring staff are engaged at this regional level.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in biology, environmental science, natural resources management, wildlife management, zoology or a natural resources management-related field of study.

Experience: One (1) year of experience working for a state natural resource agency or natural resource management-related agency in a biologist or management level position. One (1) year of experience supervising or managing others.

Notes:
1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the wildlife biology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Four years of experience collecting and analyzing natural resource-based scientific data, and disseminating results through oral presentations, reports or other publications specifically related to game birds and or game mammals
  • Two years of experience engaging with the general public, in a public setting, concerning natural resource issues
  • Supervisory experience
  • Experience conducting interviews with reporters and engaging with stakeholders
  • Experience managing a budget for a private company or governmental agency

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Persons in this position may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator’s license valid in the State of Maryland.
