Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

The Executive Office of Energy and Environmental Affairs seeks applicants for the position of Diversity, Equity and Inclusion (DEI ) Manager.

The Diversity, Equity, and Inclusion Manager reports to the Director of Diversity, Equity, and Inclusion and works to cultivate a supportive and inclusive work environment for all employees across the Executive Office of Energy & Environmental Affairs.

The DEI Manager works in a shared services model and supports one or more agencies in the delivery of DEI initiatives. The DEI Manager focuses on assisting in the implementation of inclusion programs; helping to educate others on the implementation of objective hiring procedures; aiding in ensuring equal opportunities to all candidates and employees regardless of their protected characteristics; and performs relevant data management and metrics reporting.

The DEI Manager participates in agency employment and related reasonable accommodation processes as assigned.

The DEI Manager assists the Director in providing technical assistance and resource referral to employees, managers and supervisors on issues relating to the Commonwealth's policies, and state and federal laws relating to non-discrimination, diversity, and equal opportunity. This includes, but is not limited to, ensuring compliance with Executive Order No. 592: Advancing Workforce Diversity, Inclusion, Equal Opportunity, Non-Discrimination, and Affirmative Action.

The DEI Manager partners with the Director, ADA and Diversity Manager, and other HR staff on Diversity, Equity, Inclusion and Accessibility (DEIA) issues along with ensuring that the assigned agencies follow appropriate legislation and employment law regulations around bias and inclusion. The DEI Manager will serve as the agency ADA Coordinator, Veteran Coordinator and Sexual Harassment Officer. The DEI Manager also assists in investigations and COE complaints sent back to the secretariat and the agency to review. The DEI Manager will serve as the agency ADA Coordinator, Veteran Coordinator and Sexual Harassment Officer.

  1. Assist with the development of Affirmative Action Plans and Diversity Plans. Manage and oversee compliance with the Affirmative Action/Equal Opportunity programs for the agencies. This shall include aiding in the planning, drafting, monitoring and implementation of agencies' Affirmative Action and Diversity Plans, preparing quarterly reports and progress reports, and tracking the progress of affirmative action placement goals for the assigned agencies in the Secretariat. Assist Diversity Director in obtaining information from appointing authorities to review progress toward AA/EEO/Diversity goals.

  2. Draft and implement recruiting and hiring strategies to attract employees from diverse backgrounds. Serve as an agency liaison and regularly attends meetings for internal working groups with DEI focus and related efforts. Assist the with identifying qualified diverse candidates for all agencies and departments within the EOEEA.

  3. In collaboration with the ADA and Diversity Manager, manage the reasonable accommodation process for assigned agencies. The process may include engaging in the interactive reasonable accommodation process with employees, supervisors, and other relevant parties including Deputy HR Directors and EEA Leave Coordinators, retrieving and reviewing medical documentation, drafting letters of approval or denial, and additional related duties. Under Executive Order 595 the DEI Manager will also participate in the interactive exemption process on an accelerated implementation timeline for new and seasonal hires.

  4. Prepares requested ad hoc reports for the Secretariat and agency leadership, DEI Director and ODEO and solicits feedback for the Director to ensure that diversity initiatives and activities are appropriately reflected in prepared report and progress towards goals and directives are being met.

  5. The DEI Manager develops and implements innovative marketing and communication plans to promote inclusion programs and initiatives. Including assisting in implementing trainings and facilitating sessions on career development and other DEI topics. The DEI Manager will also assist in running focus groups and surveying program participants, updating program design and content. DEI Manager will also assist in experience with change management; ability to change the thinking of or gain acceptance from others in new or difficult situations while maintaining and building relationships.

  6. Supports the Director of Labor Relations, General Counsel in responding to external claims (MCAD, EEO, etc.). Support Deputy HR Directors by participating in COE response to investigations and identifies of training and best practices to resolve and problem solve.

  7. Other duties, as assigned.

Preferred Qualifications:

  • Experience working on a variety of diversity and inclusion initiatives.
  • Knowledge of diversity and inclusion processes, procedures, practices, resources and networks.
  • Knowledge of best practices related to workplace diversity, equity, and inclusion strategies and outcomes required; professional experience in DEI or HR.
  • Strong interpersonal skills. Ability to engage a broad range of stakeholders in an aspirational and inspirational way that brings everyone along required.
  • Ability to make prompt decisions.
  • Strong critical thinking ability.
  • Statistician able to analyze and interpret complex statistical information.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
