What are the responsibilities and job description for the Preparedness Planner position at State of Missouri?
The Missouri State Emergency Management Agency has responsibility for coordinating disaster response and recovery operations across Missouri – responding to everything from tornadoes and flooding to ice storms to the coronavirus pandemic. SEMA operates the State Emergency Operations Center and provides training and grants to strengthen Missouri’s resilience against natural disasters.

This position provides senior-level planning, policy development and program implementation for the Preparedness Division within the State Emergency Management Agency. Activities are collaboratively developed and implemented with local public health agencies, preparedness partners, and the Missouri Department of Health and Senior Services. Programs/capabilities are funded through the Public Health Emergency Preparedness Program (PHEP) Grant administered by the Centers for Disease Control and Prevention. This position includes day-to-day public health preparedness planning, operations, training and exercising.
Primary duties include:
- Serve as the lead for PHEP Capabilities 2 (Community Recovery) and 5 (Fatality Management)
- Create work plan activities that adhere to CDC guidelines for capability tasks and priorities
- Assist Local Public Health Agencies (LPHAs) with developing appropriate work plan activities
- Provide planning support to LPHAs through regular meeting attendance and period reviews
- Work closely with the Missouri Mortuary Operational Response Team (MOMORT) to increase and maintain team preparedness through training and exercise
- Provide support and coordination for the Missouri Disaster Chaplaincy Program (MDCP)
- Provide updates for the State Emergency Operations Plan (SEOP), DHSS Pandemic Influenza Plan, the Victim Information Center (VIC) Plan, and GIS mapping of state-wide resources
- Serve as the CHEMPACK coordinator.
- Maintain CHEMPACK custodial site records, points of contact, and state and federal licenses.
- Coordinate CHEMPACK Cache maintenance visits with custodial site points of contact
- Coordinate exchange of expired CHEMPACK materials with custodial site points of contact
- Assist in the development of the annual CHEMPACK budget in PHEP Capability 9
- Develop and maintain planning templates for local jurisdictions
- Work with SEMA Regional Coordinators to support and present local CHEMPACK training
- Work closely with the SEMA Response and Recovery Divisions to develop and support cooperation among businesses, government partners, and non-governmental organizations (NGOs) to stabilize community lifelines following a disruption, by supporting the Business Emergency Operations Centers (BEOCs) and the Missouri Public Private Partnership (MOP3) coordinator.

Knowledge, Skills, and Abilities:
- Knowledge of Microsoft Office Suite, Outlook, and Adobe Acrobat.
- Skill in facilitating the processing of quarterly custodial site payments
- Ability to lead meetings
- Ability to participate in drills, exercises, and training events as appropriate
- Ability to plan, develop, and implement trainings and exercises relevant to the capabilities
- Ability to develop and manage complex budgets to fulfill capability tasks and priorities
- Ability to travel occasional same-day and/or overnight within the State or Region for meetings, conferences, trainings, or exercises
- Ability to possess punctuality, good organizational skills, strong written and verbal communication skills, attention to detail and the ability to work with multiple programs and organizations.
- Ability to possess a positive attitude and enjoy a team environment.
- Ability to work overtime or unusual working hours during an emergency event or exercise.
- Available to deploy in Missouri for a disaster event.
Qualifications: Bachelor’s degree or 4 years of relevant experience. (Substitutions may be allowed.)
