Why does the job exist?
Ensure that an internal control structure exists within Local Public Bodies (LPBs) and is functioning properly. In some cases, supervise complex professional, supervisory, administrative and technical accounting and finance functions necessary to maintain the accounting and financial records and systems of LPBs. Complete, or assist LPBS with completion of, annual budgets, quarterly reports and/or completion, of year-end procedures. Assess and/or restructure Chart of Accounts and records to improve reporting compliance. Assist with restructure of financial records to enhance audit ability. Assist in reconstruction of historical records so that audits can be completed. Assist in getting schedules and/or reports for auditors. Assist in resolving audit findings. Provide general and/or specific training needs as requested by the LPB. Assist with computer software conversions. Perform Quarterly Site Visit Reviews of those LPBs that need to rebuild strong cash reserves. Determine whether budget submissions, budget adjustments and fiscal resource distributions for local governments are in compliance with applicable statutes, rules, and policies. Follow-up on guidance to come into compliance. Determine applicable data and legislative intent in complex analyses. Train on DFA/Local Government Division (LGD) budgets, reports, time-lines, processes, etc. This will include training on the Budget, Budget Adjustment Request (BAR) and Financial Reporting modules of the Local Government Budget Management System (LGBMS). Assist in preparing and delivering virtual budget and finance training and/or technical assistance when on-site visits are not feasible. Offer support during the recruitment process to include training on the basics of the position upon the hire of a Finance Director and/or Treasurer on the general rules and regulations governing the position (not the day-to-day aspects of the job that are unique to each LPB). Conduct Governor Executive Order 2013-006 (EO6) compliance reviews which involves reviewing the annual audit and ensuring compliance with DFA/LGD budget and reporting requirements. Train co-workers on the EO6 review process and review Uniform Funding Criteria Forms prepared by co-workers prior to Supervisor and/or Division Director approval.
How does it get done?
Finding the best approach to take when local government officials or employees are not responsive to requests for information or when they don't accept guidance to properly manage their budget or finances. Analyze, within a 24 hour turnaround, legislative bills as assigned which include but are not limited to preparing fiscal and policy analyzes and recommendations (FIRs). Assisting with Budget and Finance Analyst with special assignments, workload when positions are vacant and assisting the Special Project Analyst on projects such as participating in the annual property tax rate setting process.

Ideal Candidate
- Be able to multi-task various requests due to unique local government challenges and complexities while completing complex special assignments within statutory deadlines.
- Have Extensive knowledge and experience with governmental budgeting best practices, GAAP, and GASB accounting requirements.
- Have Experience using a variety of governmental accounting and reporting systems.
Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
