Why does the job exist?
This position for the Public Education Department (PED) is responsible for assisting with the oversight and monitoring the financial aspects of the COVID related funds received by the State of New Mexico. This position will work corroboratively with the PED Chief Financial Officer (CFO), Budget Director, Federal Funds Coordinator and peer Financial Coordinators - Advanced to deliver accurate consolidated financial reporting for PED that is used for federal, state, Governor, Department of Finance and Administration (DFA) and legislative reporting and requests. This includes but is not limited to: formulating; assessing; forecasting and financial analysis of PED's fiduciary; and identifying budget related and financial risks, opportunities and solutions?

How does it get done?
o Coordinate and collaborate with federal funds coordinator to develop, prepare and submit needed budget adjustment requests to establish budget authority for any COVID related funding
sources to PED. This is accomplished by participating in quarterly budget meetings and performing comprehensive financial analysis of the agency budget.
o Establish and monitor financial accounts for COVID related federal grant awards received and provide oversight for the administration portion of these federal grants. This is accomplished by
working with program management to determine grant requirements and advise in the evaluation and development of program requirements including the financial compliance issues.
o Determine, plan and forecast financial and salary projections for all COVID related sources within PED. Create, monitor and analyze task profiles and combo codes using the SHARE HCM
module to ensure proper posting of payroll expenses throughout each fiscal year. This is accomplished by studying various financial aspects and task profiles and working the Human Resources
Bureau and accounting/audit bureaus at PED for congruence and reconciliation.
o Conduct reviews with program managers to determine the status of budgets and expenditures as well as provide financial information to fiscal staff for purchasing needs . Review contracts and
department staff travel for correct funding codes and certification of available funds. this is accomplished by working cross functionally in the agency and approving or disapproving requests in
consultation with the Budget Director and/or CFO.
o Serve as resource to the Administrative Services Division for PED to ensure quality and accuracy of work products developed; prepare written technical reports; develop spreadsheet calculations;
and proforma statements.
On a daily basis prepare, process and track COVID funds in SHARE and OBMS such as accounts payable, invoices, requisitions, purchase orders, vouchers and travel reimbursements. Analyze request for payments. Maintain both internal and external COVID dashboards with needed data and requests.
Who are the customers?
The customers for this position will primarily be the PED management team and leadership. The position will also support inquiries from the legislature and LEAs.
Ideal Candidate

1. Experience with financial data analytics
2. Federal report collection and preparation
3. Designing and delivering professional development for adult learners
4. Experience within educational finance setting.
Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. Employment Requirements
Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
