Why does the job exist?

This position is responsible for oversight of programs within the HRB including Programs & Employee Services Section (including payroll and benefits, recruitment, HR actions, and classification and compensation) and Labor Relations & Professional Development Section (including labor relations, complaints and grievances, discipline, worker's compensation, safety, training and records management, agency org chart updates, union contract interpretation, mediation and employment investigations). This position will deal with a high volume of HR actions with complex funding. This position will require developing of staff, policies and procedures for the agency. This position will be undertaking agency-wide reorganizations which require a high level of HR management with extensive experience, and will also lead the agency hiring "blitz" to rapidly and efficiently fill funded vacancies. Currently, the day to day activities and union negotiations require knowledge of and experience with rules, regulations, policies and procedures within NMED and State Personnel Board supported by extensive knowledge of the State regulations. This position will be responsible for building a cohesive relationship with the union, employees, supervisors and managers to resolve employment disputes, issues, and complaints, and for developing and implementing training programs for better communication, clearer management and performance expectations, and ensuring understanding and compliance with all applicable labor rules and requirements. In addition, this position will be responsible for providing fair and consistent treatment to all employees, and investigating allegations of violations of employment laws, complaints, or policies and taking corrective action to lessen the liability for the agency.

How does it get done?

This position will oversee all agency compensation and classification transactions, recruitment transactions in SHARE and processing of all payroll actions. This position will oversee performance management, discipline and dismissal, union contract interpretation, tracking complaint and grievances and assisting with responses, mediation, and employment investigations. The position will update policies and procedures consistent with State Personnel rules and regulations, employment laws, state laws, executive orders, and collective bargaining agreements, and will improve the knowledge base and increase skill-sets of NMED employees to ensure staff are properly trained to improve efficiencies, increase job effectiveness and ensure employee safety within the HR Bureau and Department. This position will ensure that mandatory staff training is tracked, and that managers and staff receive guidance and assistance on voluntary training opportunities. This position will work with management and Office of General Counsel on Equal Employment Opportunity Commission (EEOC) complaints, negotiations and resolutions. This position will develop creative methods to recruit for technical and specialized positions, and will streamline agency hiring practices to more quickly process HR Actions.

Who are the customers?

This position will work closely with New Mexico Environment employees, the State Personnel Office and union management team and the Risk Management Division.

Ideal Candidate

The ideal candidate must be able to make effective decisions, exercise good judgment about hiring, terminations and disciplinary
actions. This candidate must also have extensive knowledge in Human Resource Management in order to enforce rules consistent
with State Personnel Board rules, employment laws, state laws, executive orders, and collective bargaining agreements. This
candidate will be undertaking agency-wide reorganizations which require a high level of HR management with extensive
experience and must be able to make sound judgments and prioritize work effectively and efficiently to accomplish the goals and
objectives of the agency. The ideal candidate has exemplary organizational skills, excellent attention to detail, and the ability to
balance , track and succeed at competing priorities. This requires the ability to clearly delegate tasks, develop creative and
innovative business practices, and adopt innovative ways to streamline protocols.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must have a current New Mexico Driver's License.

Working Conditions

Executive Order 2021-066 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination (including proof of a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster dose) or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated December 2, 2021, requires Congregate Care Facility Workers and Hospital Workers to have received a primary series of vaccination by October 6, 2021, and a booster dose of vaccine by January 17, 2022, or within four weeks of becoming eligible for a booster.

Office setting, exposure to visual/video display terminal (VDT) and extensive computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
