Due to the COVID-19 pandemic, the work site for this position may be remote/virtual on a temporary basis until it is determined that this position will report to a permanent office location when conditions allow. This position, if remote, may require attendance at designated workplace meetings or in the performance of business at various on-site locations.The primary function of this position is to plan, oversee, and coordinate aquaculture permitting activities for the Habitat and Enhancement Section. This position is housed in the Shellfish Lease and Aquaculture Program (SLAP) and is directly under the Habitat and Enhancement Section Chief. This position involves aquaculture permit application review and conducting field verifications/site inspections to ensure the permitted activities are in compliance with the permit conditions, Marine Fisheries Rules and NC General Statutes. This position has significant public contact in developing working relationships with aquaculture industry representatives. Work involves setting overall goals and priorities, working with the SLAP Coordinator in coordinating activities, coordinating projects and making recommendations for management decisions based on input from biology and enforcement personnel. This position helps the SLAP Coordinator ensure that laws, regulations and policies of the Division are consistently applied and promote the maintenance, preservation, protection and development of all marine aquaculture activities in the State. This position is required to ensure that adequate oversight, coordination and inspection is given to permitted facilities and activities. This position coordinates with subject matter experts including marine pathologists, Division staff, academia and aquaculture experts in other state and federal agencies. This position conducts policy analyses and evaluations. Responsibilities also include developing agency and state policies, procedures and regulatory and legislative proposals pertaining to shellfish leases and aquaculture in North Carolina. It is essential for this position to establish effective working relationships with fellow employees, subordinate workers, the fisheries industry and the general public.

- Thorough knowledge of technical concepts including marine and estuarine species identification, shellish biology, and estuarine ecology.
- Knowledge of shellfish aquaculture or related aquaculture, including regulations and purpose and a good understanding of the commercial and recreational fisheries within North Carolina.
- Thorough knowledge of data gathering and monitoring techniques and biological strategies, techniques, and procedures.
- Experience using software to analyze, manipulate and evaluate data.
- Experience managing and completing multiple tasks simultaneously with strong organizational skills.
- Considerable knowledge of program objectives and Division policies and regulations pertaining to shellfish leasing and aquaculture.
- Experience analyzing, interpreting, developing and implementing laws, regulations and policies.
- Experience reviewing and evaluating study results, formulating recommendations and communicating effectively in both written and oral form for the consideration of higher-level management.
