The position will function as the Laboratory Information Management System (LIMS) Manager for the State Laboratory of Public Health (SLPH). The position is primarily responsible for developing, analyzing, monitoring, and supporting the primary LIMS system and all associated data systems that connect to the LIMS at SLPH, including the electronic test orders and results (ETOR) system. As part of the quality assurance (QA) team, the LIMS Manager works with the Public Health Laboratory Assistant Director for Quality and Regulatory Compliance to coordinate with all technical units at SLPH and function as the liaison between SLPH QA and the Division's Information Technology team to monitor efficiency of operations in areas related to system implementation, software configuration, and maintenance.
Areas of responsibility and duties include but are not limited to:
- Manage system users
- Implement and monitor laboratory instrument interfaces
- Assure development of configuration and implementation plan for new tests or functionality
- Collaborate with QA team and laboratory technical team to complete required validation plans
- Work with stakeholders, partners, and clients to develop and enable solutions to integrate with clinical and environmental applications
- Coordinate requirements gathering from stakeholders for new or modified tests and functionality
- Maintain awareness of new functions for data systems
- Monitor environment for new applications that would benefit stakeholders
- Attend required training to assure competence in job functions
- Monitor performance of data systems and assure continuity of operations
- Respond to internal and external customer issues and coordinate corrective actions
- Coordinate with QA Team and Unit Managers to produce and monitor routine quality indicators
- Plan for routine upgrades and maintenance with relevant stakeholders
This position requires a specialized skill set serving as the subject matter expert for LIMS needs and requirements across a wide range of laboratories within SLPH.

Knowledge, Skills and Abilities / Competencies

Knowledge of the operations of a clinical laboratory and clinical testing requirements as they relate to the IT functions of a clinical laboratory.

Considerable knowledge of the technical operations and policy development associated with a laboratory information management system (LIMS)

Experience in the validation and quality monitoring aspects of LIMS

Ability to communicate and collaborate effectively with internal and external stakeholders to achieve shared goals
-
Ability to organize data and to write detailed reports with recommendations. Development of internal policies or written directives and communications occurs frequently.
Management Preferences
- The ideal candidate will have experience with the oversight and maintenance of a clinical or environmental laboratory LIMS. STARLIMS experience is a plus.
Minimum Education and Experience Requirements
Bachelor's degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment;
OR
an equivalent combination of training and experience.
