Job Description:
Join the Sovereign Lands team at the Utah Division of Forestry, Fire and State Lands as the Sovereign Lands Program Manager. This position reports directly to the Deputy Director and manages the day to day operations of the sovereign lands program. There are approximately 1.5 million acres of state sovereign lands, and 2,200 miles of shoreline, including the Utah portion of Bear Lake and Bear River, Great Salt Lake, Jordan River, Utah Lake, and portions of the Green and Colorado Rivers.
Principal Duties:
- Writes reports, staff and leadership memorandums, division policies, administrative rules, and operating procedures.
- Oversees and directly supervises staff, including hiring, workload prioritization, delegation, training, etc.
- Ensures staff compliance with statute, rules, policies and procedures; monitor, evaluate performance, initiate corrective/disciplinary actions.
- Provides technical review of permits, authorizations, contacts and all other Sovereign Land Program documents prior to Director's review to ensure compliance with existing statute, rules, laws and division policy and procedures.
- Manages and leads the planning, implementation and monitoring of employee work/performance plans and resulting activities to ensure compatibility with any department and division plans and/or directives.
- Monitors budgets and assists in budget preparation and allocation processes; approves expenditures; tracks funds for the sovereign lands program and projects.
- Analyzes existing plans, policies and rules for consistency with statute as well as the Division's mission, vision and goals; drafts amendments to existing policies and rules as needed and makes recommendations for new policies and rules.
- Bachelors degree or higher in natural resources management, public administration, or other related field.
- Knowledge of natural resource planning and policy development.
- Knowledge of applicable laws, rules, regulations and/or policies and procedures relating to natural resources and land management.
- Ability to develop and/or implement new policies/procedures/standards and /or rules/regulations.
- Ability to deal with people in a manner which shows sensitivity, tact, and professionalism.
- Experience with creating budgets and managing funding.
- Experience reviewing technical contracts and agreements.
- Ability to supervise others by assigning/directing work: conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc.
- Ability speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally. Knowledge relating to mineral leasing.

- Knowledge or experience applying statute and rules.

- Masters degree in natural resource management, public administration, or other related field.
- 5 years or more supervisory experience.
- The ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Ability to monitor and assess the performance of yourself, other individuals, and the organization and make appropriate improvements or take corrective actions.
- Ability to identify complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc.
- Special physical demands are not required to perform the work.
- This job does require time in the outdoors on lakes, rivers and in remote terrain.
- This job does require nights away from home and some weekend commitments.
