Overview
The Agency of Transportation (AOT) is seeking a Stormwater Technician. This position provides permitting and administrative support to Agency personnel and coordinates regulatory compliance under various stormwater/water quality management, and environmental protection rules, regulations, and programs. Regulatory Programs include Vermont Post Construction Stormwater Discharge Permit, the Multi-Sector Industrial Stormwater Permit, the Total Maximum Daily Load and Stormwater Retrofit Programs, and the Transportation Separate Storm Sewer System Permit.
This position will also support the Stormwater System Asset and Data Management Program by collecting condition information from field locations. The Technician will assist with the development and management of projects targeting surface water quality improvement and protection on Agency properties. This includes performing compliance inspections, identifying deficiencies, providing oversight, and recommending corrective action.
Field work is extensive and may require traversing rough terrain in a variety of weather conditions at a variety of State facilities including District Maintenance Garages, Gravel Pits, Airports and Agency Roadway Construction Projects. Work related travel will mainly be within one of the Maintenance District Regions but will also require frequent statewide daytrip travel for which a state vehicle will be available. Office duties are primarily performed out of the Capitol Region Office in Berlin.

Environmental Factors
Duties are performed in both a standard office setting and in the field. Office duties are primarily performed out of Agency Headquarters in Montpelier/Berlin. Field work is extensive and may require traversing rough terrain in a variety of weather conditions and exposure to hazardous materials, ground and air traffic, and active construction sites. Field work may require the ability to carry equipment weighing up to 40 pounds. Attendance at meetings may be required and strong differences of opinion may be encountered. Work related travel will be focused on one of the Maintenance District Regions but will also require frequent statewide travel including to other Regions for which private means of transportation must be available in the event that a state fleet vehicle is unavailable.
Minimum Qualifications
Associate degree or higher in engineering, environmental or natural resources, public policy, or public administration, or related field AND one (1) or more years of experience in public policy, environmental conservation, environmental engineering, transportation engineering, or related field.
OR
Three (3) or more years of experience in public policy, environmental conservation, environmental engineering, transportation engineering, or related field.
Preferred Qualifications
Bachelor’s degree or higher in a field related to engineering, environmental or natural resources, public policy, or public administration.
