Overview
The Licensing Specialist position sits on the In-service Educator Quality Team in the Education Quality Division at the Vermont Agency of Education. The Education Quality Team is the division that oversees the approval of educator preparation programs, educator standards, educator licensure, and continuous improvement in schools.

The Licensing Specialist has the core responsibilities of coordinating criminal background checks for all education licensure applicants, ensuring that applicants for temporary licenses meet basic requirements, and supporting peers in the review of licensure renewal applications. A successful candidate will have strong organization and communication skills, technical skills in data management, and an ability to work in a collaborative team environment.

Responsibilities of the Licensing Specialist include and are not limited to:

Training EQ staff on Criminal Record Checks (CRC) processes and procedures

In collaboration with other licensing specialists, developing and revising Standard Operating Procedures for Temporary Licenses

Provide technical assistance to SU/SDs for Temporary and Apprenticeship licenses

Updating CRC forms and materials

Processing Level I & II renewal applications

Maintaining confidentiality of applicant information

Reviewing messaging on web quarterly for CRCs and temporary applications

Developing resources and training materials for the web for CRCs and temporary applications

Manage phone calls and e-mails daily

Use of Microsoft Office Suite, including Excel and Teams

Hourly rates within the Classified Bargaining Unit Pay Plan will change effective July 3, 2022. At that time, the step 1 starting rate for this job will be $22.29 per hour.

Environmental Factors
Duties are performed predominately in an office setting. Private means of travel should be available for occasional travel when appropriate. Incumbents must be adaptable and able to work within tight time limits and under considerable stress. Some evening and weekend duty may be necessary.
Minimum Qualifications
Bachelor's degree AND two (2) years or more of experience at or above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

OR

Two years of full-time college coursework OR an associate's degree AND four (4) years or more of experience at or above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

OR

High School diploma or equivalent AND six (6) years or more of experience at or above a technical level in program administration (such as administering components of a licensing and certification program, or records management).
