Keeping Washington Clean and Evergreen


The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill an Abandoned Mine Lands Planner (Environmental Planner 4) position. This position is located in our Central Region Office (CRO) in Union Gap, WA.


In this role you will serve as the Abandoned Mine Lands (AML) Planner for the development of an AML program within the Toxics Cleanup Program (TCP). You will coordinate and serve as a liaison to external stakeholders on the development of stable funding sources, supportive legislation, rules, policy and other key section and program initiatives involving the long-term cleanups of contaminated mining sites across the State of Washington.

The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.
Application Timeline: This position will remain open until filled, the initial screening date is August 9, 2022. During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Duties

What makes this role unique?

In this role, you will need to build strategic partnerships with external stakeholders to create a toolbox of technical resources, partnership opportunities, and funding availability for the new Abandoned Mine Lands (AML) program. This will include ensuring that environmental justice is integrated throughout AML projects.

What you will do:
  • Conduct policy research and analysis associated with an AML program.
  • Coordinate agency involvement with external stakeholders on proposed AML initiatives.
  • Develop a process and criteria for administering AML funding, from ensuring cleanup and restoration projects have adequately scoped budgets and timelines to making sure requests align with program priorities.
  • Work with agency management, ensure that agency efforts around AML are aligned with TCP’s policy priorities.
  • Develop methods for the evaluation of program effectiveness and performance measurement.
  • Develop and implement stakeholder communication and engagement strategies.

Qualifications

Required Qualifications:

Option 1:

A Bachelor's degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, environmental sciences, environmental policy or closely related field

AND

Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2:

A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, environmental sciences, environmental policy or closely related field

AND

Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 3:

One year of experience as an Environmental Planner 3, at the Department of Ecology.
