IT Project Management Senior Specialist
 Monday - Friday | 8:00 AM – 5:00 PM PST | HYBRID

NOTE:

  • Lead and manage multiple complex, cross-functional projects, coordinating with customers and IT teams.
  • Independently manage, plan, and control multiple medium projects or one or two large, complex projects for statewide customers.
  • Collaborate with stakeholders to define business deliverables, build project work plans, estimate effort, prepare schedules, and manage resources.
  • Define business deliverables for enterprise-level projects by collaborating with stakeholders.
  • Build project work plans, estimate effort, prepare schedules, and manage resources.
  • Develop detailed project timelines, manage project scope, and ensure alignment with business objectives.
  • Monitor and control project budgets and contracts, adjusting plans and reporting status regularly.
  • Manage Change, Risk, and Quality management processes throughout the project lifecycle.
  • Communicate key project information (issues, risks, changes, accomplishments) to stakeholders.
  • Maintain the Portfolio Management Project Board and communicate project readiness and status.
  • Perform contract management, including RFQQ, RFP, procurement processes, and vendor performance.
  • Facilitate sprint planning and retrospectives, manage sprint boards, create project dashboards with analytics (e.g., burndown charts), and leverage data for project forecasting and continuous improvement.
  • Lead regular retrospectives to reflect on team performance and identify areas for enhancement.
  • Implement lessons learned from retrospectives to refine and optimize processes.
  • Coach and mentor team members on project management standards, processes, and best practices.
  • Other duties as needed.
Required Qualifications:
To be eligible for this position, a candidate must possess one of the following required education and/or experience options:

[OPTION 1]:
  • A Bachelor’s degree in computer science, engineering, or a closely related field; AND
  • Seven (7) years of Project Management experience.
  • NOTE: additional qualifying professional experience may substitute for educational requirements.

[OPTION 2]:
  • An Associate degree in computer science, engineering, or equivalent IT vocational training; AND
  • Nine (9) years of Project Management experience.

[OPTION 3]:
  • Eleven (11) years of Project Management experience.

[OPTION 4]:
  • A Master's degree in computer science, engineering, or a closely related field; AND
  • Six (6) years of Project Management experience.

In addition to the above required experience and/or education, a candidate must possess the following required qualifications:
  • Experience in leading and managing multiple complex, cross-functional projects, coordinating with customers and IT teams.
  • Expert level experience with the following project management methodologies (Agile, Agile-SCRUM, Waterfall).
  • Expert in facilitating sprint planning and retrospectives, managing sprint boards, creating project dashboards with analytics (e.g., burndown charts), and leveraging data for project forecasting and continuous improvement.
  • Proficient in communication skills, including listening, facilitation, and presentation at all levels.
  • Expertise in results-driven project management practices and methodologies (Agile, Agile-SCRUM, Waterfall).
  • Skilled in negotiation, mediation, time management, and applying evolving technologies to business needs.
  • Experience in stakeholder engagement, feasibility studies, RFPs, contract and vendor management, and building collaborative teams.
  • Experience making critical decisions related to business technology needs. Knowledge of the principles, practices, and disciplines of systems analysis and system application development to include planning, analysis, design, development, testing, training, implementation, and post implementation support.

Desirable/Preferred Education, Experience or Certifications:
  • Project Management Professional (PMP) Certification
  • Agile Certified Practitioner (PMI-ACP) Certification 
  • Familiarity with Microsoft Project, Azure DevOps, Jira, or similar tools
