Journey Web User Interface (UI) Developer

Bring your exceptional Web User Interface Development experience to Labor and Industries and make a difference in the lives of the workers and employers in Washington State.
As a Web User Interface Developer working in Web & Communications Services, you will be part of the team responsible for executing the agency's digital strategy and the management of the agency's public-facing website. The Web Services team creates customer focused interactive digital products that communicate with injured workers, medical providers, businesses, trade contractors and internally with employees. In this position, your work opportunities will include developing online business applications and adaptive interfaces that will provide customers with a Web experience that is easy, intuitive and adds value to their interaction with the agency.Some of what you will do
Develop code, test and implement web user interfaces and prototypes using your knowledge and experience with HTML, JavaScript, and CSS. You will develop single page applications using Vue.js; write and deploy code that will integrate with L&I's suite of REST APIs and backend services.

Contribute to L&I's user interface development community by sharing your knowledge and experience. Work with other UI developers across the agency to help define standards and best practices for user interface development.

Develop and support agency wide products such as Enterprise Web Navigation, lni.wa.gov and My L&I. Contribute to the agency's shared UI design and component library: one-lni.
Adopt a DevOps mindset to create and enhance L&I's build and deploy automation using Git and Azure DevOps. Create build automation to test and enforce standards such as unit test coverage and code style.

Follow best practices for User Centered Design (UCD) and User Interface Development
  • Advocate for an intuitive user experience while meeting L&I business needs and state legal requirements.
  • Work with business areas and subject matter experts to interpret requirements that inform and define product features and technical designs to fulfill the agency business need.
  •  *Develop mockups and prototypes for usability studies and integrate study findings into product improvements.

Your technical experience should include:
Five (5) years' of recent information technology experience in designing and developing user interfaces for complex websites and applications serving multiple types of users and business needs; experience in directing projects, providing customer or technical support in information technology; experience in employing User Centered Methodologies during the phases of a project.  Experience should include creating user interface functionality that meets Federal and State accessibility requirements for websites and addresses the needs of limited English proficiency audiences.

Three (3) years of recent experience in implementing User Interface Development standards and best practices for large, complex websites and Web applications serving multiple types of users and business needs with both desktop and mobile application.

Preferred Skills and Experience
Expertise and recent relevant experience as a front-end developer building Web-based applications that meet rigorous standards for usability, security and are adaptive to a variety of mobile devices.
Excellent level knowledge:
  • HTML and Web Platform APIs
  • Creating or modifying CSS, SASS or LESS
  • JavaScript including at least one single page application framework such as Vue.js, Angular or React
  • User interface design and development
Experience with developing large JavaScript applications using standard JavaScript modules and Node.js modules.
Experience developing mobile-first responsive and adaptive web sites and applications.
Experience developing secure sites and applications, including mitigating cross site script attacks (XSS) and injections.
Knowledge of application design patterns including MVC or Flux
Experience with node.js, npm, and Webpack
Experience with Visual Studio, Visual Studio Code, Webstorm or other IDEs
Experience with Version Control Systems (VCS) such as Git or Team Foundation Version Control (TFVC)
Experience with Application Lifecycle Management (ALM) tools such as Azure DevOps or Atlassian
Strong knowledge of User Centered Design (UCD) and usability testing best practices
Ability to collaborate and communicate with technical and non-technical audiences
Experience implementing accessibility standards such as WCAG AA 2.0 and Section 508 in websites and applications
Ability to work in a fast-paced, agile team environment and quickly adapt to changing business needs.

Other desired skills:
Experience working on a team that follows agile software development methodologies such as SCRUM or Kanban
Cross-browser, cross-platform development using feature detection
HTTP protocol and REST services
