Job Highlights
 
Labor & Industries’ (L&I) mission is to “Keep Washington Safe and Working”.  The Revenue Agent 1 functions at the entry level and contributes to the economic well-being of L&I by educating employers and collecting debts owed to the department.
 
The position supports the agency’s strategic Goal #3 “Make it easy to do business with L&I” and Goal #4 “Help honest workers, businesses and providers by cracking down on the dishonest ones.”
Some of what you will do:
 
  • Communicate With Customers.
    • Communicate with customers by phone, email, written correspondence and in person.  
    • Educate customers and their representative on laws, rules, policies, procedures, quarterly reporting requirements, online filing and payment options. 
    • Provide information and answer questions regarding potential collection actions and processes.  
    • Refer customers to the appropriate staff, department, division or agency, depending on the needs of the customer.
    • Communicate and collaborate with internal programs and outside agencies.

  •  Perform Caseload Management and Administrative Actions.
    • Manage a caseload of collection assignments in both ARC and LINIIS.  
    • Document all actions, all contacts and attempted contacts in the appropriate collections system(s). 
    • Update appropriate databases with the most current and accurate customer and account information, including quarterly reports, dates of service, customer contact information, banking information and social security and FEIN numbers.  
    • Locate individuals and assets using professional skip tracing methods including internal and external database searches, internet research, fact-finding interviews and field visits.  
    • Analyze employer and account information for potential issues, fraudulent activity or criminal behavior, and make referrals through the Referral Tracking System as appropriate.  
    • Process reconsideration and appeal requests.  
    • Provide expert testimony in legal/administrative hearings and in court relating to collection assignments, legal notices, proper service and actions taken.  
    • Process records in accordance with agency policies and data sharing agreements.  Process inbound, outbound and returned mail. 
    • Properly dispose of records deemed confidential and private in accordance with agency policies, WACs and RCWs and data sharing policies. 
    • Ensure data accuracy and confidentiality in all systems and with all documents.

  •  Initiate Collection Actions.
    • Initiate timely collection action and issue legal documents such as notices of assessment, warrants, judgements, garnishments, bond seizures, contractor registration suspensions. 
    • Research customer information utilizing a wide variety of computer systems and databases.  
    • Evaluate debtor’s financial records and information to determine ability to repay debt owed to the agency.  
    • Negotiate payment agreements and monitor compliance.
    • Assist on field visits to business and residential locations to confirm business status, search for assets, serve legal orders, and gain compliance. 
    • Refer accounts needing advanced collection action to the supervisor for further assignment.

REQUIRED:
 
Driving is required as part of this job. The incumbent will use a state issued vehicle, motor pool vehicle, or personal vehicle to perform the duties and responsibilities of this position, and must have a valid driver’s license.
 
DESIRED:

A Bachelor’s degree involving major study in business administration, accounting, police science, public administration, economics, law, criminal justice, sociology, psychology, or closely related field.
 
OR
 
Two years as a Tax Service Representative or Excise Tax Assistant.
 
Experience in the collection of civil debts, law enforcement, personal or corporate finance, adjustment of claims, or investigations involving personal background, business practices or fraud, will be substituted, year-for-year, for education.

For this position, telework is dependent upon business needs and supervisor approval). The assigned duty station for this position is Tacoma, Washington.
