Position Overview
The Multilingual Education program supports multilingual learners and collaborates with internal OSPI units and external partners to ensure that multilingual learners receive the supports needed to acquire the knowledge and skills necessary to pursue their college and career paths.
This position leads, manages, and directs decisions regarding program requirements to efficiently and effectively implement state and federal legislation on the education of multilingual learners.
Key Responsibilities
- Independently review and approve grants for local school districts for supplemental funding for services to multilingual learners.
- Provide guidance on the identification and continued eligibility of multilingual learners, language development support services, services to students, students with disabilities, students who have exited the program, parent engagement and program evaluation.
- Deliver training and support, in coordination with internal OSPI units, on standards and accountability for multilingual learners.
- Oversee, coordinate, and collaborate in the implementation of a) state level activities, b) Title III/TBIP plans, c) private school participation, d) parent and community engagement, e) workgroups, committees, task forces and interdepartmental activities.
- Communicate with stakeholders in a variety of ways: webinars, email, in-person and online professional development and present at state conferences.
- Engage with community and educational partners including parents, community groups, educational organizations, and Educational Service Districts.
- Coordinate with program support staff to ensure that contracts, meeting materials, and workshops are prepared in an efficient and timely manner and that materials and protocols are updated regularly. Coordinate with Migrant Education program supervisors to ensure that Migrant Education (Title I, Part C) and Multilingual Education (Title III/TBIP) funding regulations are aligned and communicated to districts.
Required Qualifications:
Bachelor’s Degree, and/or Certification in the area of Bilingual Education, English Language Learners, or English as a Second Language
- Three (3) or more years’ experience working with multilingual learners in elementary, middle, secondary schools, or institutions
- Experience providing professional development in second language acquisition
- Knowledge of English language proficiency standards
- Knowledge of English language proficiency assessments for multilingual learners
- Knowledge of State and Federal legislation guiding the education of multilingual learners
- Experience working in data reporting including Excel and/or Tableau
Desired Qualifications:
- Master’s Degree and/or Graduate level work preferred
- Knowledge of bilingual education, second language acquisition research, theory and its application to education of multilingual/English learners
- Experience working with culturally and linguistically diverse parents and communities
- Training in cultural competency
- Familiarity with legislative and education policy as it relates to multilingual learners
- Bilingual or multilingual preferred
Compensation
The annual compensation for the position is $78,515-92,371 per year and depends upon experience, educational background, and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program.
