Position SummaryThis is a Freight Program Coordinator serving in the Freight Operations & Permitting Unit. This position performs a variety of complex duties related primarily to freight operations within Wisconsin.
This position serves as a program liaison working with industry, local, and state agencies. The position serves as the primary coordinator for the unit, providing complex technical support and collaboration with the unit, other divisions on freight assignments, as well as regions and industry.
As the primary coordinator, this position is also responsible for the financial reporting requirements for the permit unit.
The position provides technical support to the freight staff, section supervisor, chief, and bureau director as directed.
This position facilitates operational analysis of OSOW permit applications and individually analyzes or participates on a broad range of major, multi-disciplinary freight operational issues.
This may involve highway design, construction, maintenance, and traffic issues. This also includes connections across divisions related to freight planning efforts, commercial vehicle regulatory issues, and motor carrier and truck freight enforcement issues.
This may also include extensive involvement in coordinating with Division Engineers in structures and pavements, as well as ports, railroads, and air freight operations.
The position will also serve as a resource and provide leadership to those in regions addressing freight operational needs.
This position is responsible for OSOW routing, working directly with Region Traffic & Operations staff, industry, and peers in neighboring states in the planning, coordination, and execution of over 20 types of permits to route OSOW loads safely and efficiently throughout Wisconsin.
This OSOW permit diversity has increased regularly driven by industry legislative petitions to provide commodity specific weight variances.
Under the general supervision of the Freight and OSOW Permit Supervisor, this position will work closely with industry, WisDOT Regional Engineers, WisDOT Permit staff, and other states as a principal management analysis resource for a range of complex and often politically sensitive freight operations issues.
These issues include coordinating the safe travel of OSOW loads, including creating and tracking key industry shipping schedules by interpreting and analyzing Trans Rules, Wisconsin State Statutes, Federal guidelines and rules, and the Traffic Guidelines’ Manual (TGM).
A primary responsibility is ensuring the effective transport of shipments of wind towers annually. This position works closely with Regional Engineers, The UW Wisconsin Traffic Operations and Safety (TOPS) Laboratory and the State Freight Engineer to administer the critical Lane Closure System (LCS).
Salary InformationThis position is in schedule-range 06-15. The starting pay for this position is
$26.75 per hour ($55,640 annually), plus excellent benefits . A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
