Introduction
Winnebago Mental Health Institute (WMHI) is looking to hire a Staff Development Director to work 7:00am-3:00pm Monday-Friday as well as rotating on-call hours. WMHI is a part of the Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) and is a psychiatric hospital providing quality mental health services to children, adolescents, and adults. Position Summary
As the Staff Development Director, you will be responsible for the following duties:
- Supervising, planning and implementing the staff training and development programs for approximately 750 employees (including approximately 400 nursing/direct care staff).
- Supervising WMHI’s training site for Certified Nurse Aides and administration and coordination of the Institute’s training plan.
- Acting as a resource person to members of a variety of interdisciplinary committees to assure operational consistency and appropriate staff training efforts.
- Providing direct supervision to assigned staff within the Staff Development Department.
Salary Information
The starting salary is between $37.00 and $39.00 per hour (approximately between $76,960 and $81,120 per year), depending on qualifications, plus excellent benefits. This position is classified as a Staff Development Program Supervisor and is in pay schedule and range 81/03. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.
Job Details

Employees are required to provide documentation of being fully vaccinated against COVID-19 by their start date. Exceptions will be granted to those who obtain an approved medical or religious accommodation or those who provide documentation requiring a delay in receiving the vaccine.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience developing educational curriculums.
- Experience delivering educational or training services to adult professionals.
- Experience working in a healthcare or institutional setting.
- Experience providing coaching, guidance, or leadership to other staff.
Well-qualified applicants will also have one or more of the following:
- Bachelor’s degree or above in a relevant field such as Education, Training and Development, etc.
- Experience managing or supervising employees (e.g. reviewing performance, assigning work, hiring, etc.)
- Experience working with quality improvement processes.
