This individual will join a team of highly technical and proactive IT experts with the shared purpose: to increase the efficiency and effectiveness of engineering, systems and infrastructure initiatives. The customer’s mission is to enable secure, effective, and efficient operations for functional divisions by applying innovative approaches to accelerate the delivery of value to the end users. 

 

Contributions

This individual will provide technical expertise and managerial skills necessary to support the customer by helping to refine requirements for the DHS personnel and scope and plan proposed build, design, engineer, and test cycles. Deliverables include agenda, meeting minutes, attendee list, action items, closed action items, MS PowerPoint slide briefing materials, agendas, and schedule of events. 

 This individual will, in accordance with DHS Standard Operating Procedures (SOPs), deliver comprehensive concept briefings which detail the methods by which the IT solutions or concepts will be engineered, delivered or service rendered. These are to conform to the Program Management Professional (PMP) best practices as to the content and specific items needed to be provided. Additional deliverables include project management documentation such as project schedule, milestones, gate reviews, assigned personnel, deliverables dates, and estimated costs.

This individual will use an integrated master schedule to identify projects, engineering projects, maintenance upgrades, test events and internal tasking as a means of coordinating and/or de-conflicting the use of hardware, software, personnel resources, and communications links required to perform the mission supporting organizational and customer needs in dynamic environments. The contractor shall aid in the maintenance and continuously update this integrated master schedule to balance requirements from our customers and to be able to provide the highest level of support for operations, engineering, applications development, multiple test environment activities, training and exercises.  

  

This individual will contribute their experience managing multiple projects across multiple vendors at possibly geographically dispersed locations. They will lead, by example, by being service-oriented and customer-centric. 

 

Qualifications

Required: 

  • Demonstrable proficiency communicating, verbally and in writing, negotiating, facilitating, and mentoring  
  • Demonstrable proficiency managing infrastructure, engineering, and systems development, operations, and maintenance projects 
  • Project Management Professional (PMP) - current certification by PMI 
  • Experience: over 15 years performing project management support services in supervisory/leadership role or master's degree, or higher 

 

Critical Skills and Knowledge/Experience: 

  • Experience using MS Project and the Systems Engineering Lifecycle (SELC) in order to plan and execute complex IT projects using PMP best practices 
  • Experience leading cross-functional IT project teams:   
  • Applications;  
  • Engineering;  
  • Security; and   
  • Operations 
  • Experience developing, improving and executing project management processes to ensure proper staffing and coordination for the overall effort 
  • Experience planning, developing, implementing, coordinating, and leading project activities such as: conducting kick-off meetings, developing project plans, managing schedule and resources, reporting progress and facilitating stakeholder management 
  • Experience collecting functional requirements for the purposes of developing detailed plans and designs for delivery of IT solutions
