What are the responsibilities and job description for the Compliance Specialist position at Stellar Bank?
The Compliance Specialist works closely with the Chief Compliance Officer and all other compliance team members to support the various lending, operations, and administrative aspects of the Bank’s compliance program. This individual assists compliance team with planning, scoping, scheduling, and performing compliance testing/monitoring to assess compliance performance with policies, procedures, laws, and regulations and to gauge the effectiveness of compliance-related internal controls. The specialist assists in developing tools, programs, processes, and forms to foster greater compliance discipline. This individual also provides a wide variety of administrative support to the Chief Compliance Officer and members of the compliance team to ensure efficient and effective compliance department operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Conduct thorough and comprehensive compliance reviews to ensure adherence to applicable laws, regulations, and internal policies.
2. Ensure HMDA and CRA reporting data is complete and accurate, including collecting, reviewing, researching, remediation, and analyzing activity.
3. Support fair lending program analytics, testing, and reporting, including analysis of test results.
4. Identify and manage compliance risks and issues, providing actionable risk mitigation recommendations and validating results of remediation.
5. Prepare and present reports on compliance issues, findings, and recommendations to senior management and Board.
6. Consult with and advise managers affected by compliance issues and regulatory requirements.
7. Support and execute Compliance and Fair Lending Risk Assessment processes.
8. Collaborate with cross-functional teams to implement and monitor compliance programs, policies, and procedures.
9. Review and evaluate new services, forms, and products for compliance with applicable law.
10. Draft departmental procedures, forms, and process maps.
11. Manage deadlines around training plan, monitoring results, testing plans, etc.
12. Review line of business procedures, forms, and process maps to ensure compliance with regulatory requirements and identify effectiveness of controls.
13. Support audit, regulatory, and third-party compliance vendor exams by collecting accurate data and complete documentation to satisfy requested items.
MINIMUM REQUIREMENTS
These specifications are guidelines based on the minimum experience required to perform the essential functions of the job. Individual abilities may result in some deviation from these guidelines:
• High School diploma required.
• Certified Regulatory Compliance Manager (CRCM) certification preferred.
• Minimum of 3 years’ experience with Home Mortgage Disclosure Act (HMDA) and Community Reinvestment Act (CRA) data integrity.
• Minimum of 3 years’ experience working in a $10B banking institution within the second line compliance department or 5 years in a front line or operational role.
• Proficiency in MS Office.
• Excellent organizational and verbal and written communication skills.
• Proven track record of successfully navigating complex regulations, as well as understanding of financial regulatory frameworks.
• Ability to work independently and as a team member to meet objectives and goals.
• Willingness to adapt to changing business needs, deadlines, and extended work hours.
