Job Description:

The State University of New York (SUNY) System Administration located in Albany, New York is accepting applications for a Contract Manager. The incumbent will assist procurement staff in the preparation, processing and management of SUNY System Administration contracts and annual reporting in accordance with NYS Finance and Procurement law, and SUNY policies and procedures. The Contract Manager will also assist with the facilitation of bid openings, draft all types of procurement and procurement-related documents (such as contracts and contract amendments, extensions, memorandums of understanding and monitor the status of on-going contracts and process amendments as necessary.

Additional responsibilities and duties include:

  • Collect and prepare supporting documentation required for the assemblage of the procurement record and eventual contract approval.
  • Enter contract transaction data, including encumbrances, into the SUNY and NYS financial systems
  • Send contracts to vendor for execution
  • Oversee SUNY execution of contracts
  • Coordinate with counsel's office to secure approval of draft contracts
  • Prepare and transmit contract packages to NYS oversight agencies
  • Assist with responding to inquiries from various state agencies involved in the contract approval process (Attorney General's Office, Office of the State Comptroller)
  • Oversee approved contract distribution, create procurement file, upload multi-campus contracts to website
  • Provide notice/reminder of contract expirations to project managers
  • Oversee processing of EOC, EOP and Research Foundation contracts
  • Oversee IFB process for energy contracts
  • Process revocable permits
  • Submit NYS Contract Reporter exemption requests.
  • Prepare annual reports such as prompt contracting, consultant legislation, and operating leases
  • Oversee fiscal year-end contract and disencumbering process
  • Maintain procurement files
  • Review ASC contracts for Controller's Office
  • Provide as needed support to the procurement staff
  • Prepare bidder disqualification letters

  • Strong written skills and attention to detail are essential

  • Ability to work with others in a team environment and with external oversight agencies


Requirements:

Required Qualifications:

  • Bachelor's Degree in a business discipline
  • Proficiency in Microsoft Word and Excel

Preferred Qualifications:

  • Experience in procurement and/or contract processing and management
  • Higher Education experience
