We are looking for motivated Senior Geographic Information Systems (GIS) Specialist to join our growing team! This is a full-time, salaried, senior-level GIS specialist position. Location flexible within California. In this role you’ll primarily support the California High-Speed Rail project under the general direction of the Deputy Director of Environmental Services, Authority Director of Environmental Services, and the Special Projects Manager. You will work in the Program Delivery group, which is part of the California High-Speed Rail Authority’s (Authority) Office of Program Delivery, Environmental Services Branch and reports directly to the Special Projects Manager


Duties will include:

  • Preparing spatial statistics, conducting spatial analyses, and providing detailed cartographic output for use in meetings, reports, and the Land Use Master Plan. Preparing geospatial data through attribute standardization and metadata creation to produce mapping and other material for use by Authority and other Program staff. Performing geospatial data coordination activities between Environmental Services and Real Property to assist in verification of environmental clearance of parcels. (approximately 40% of duties)
  • Creating, editing, reviewing, and maintaining Program geostatistical assets and metadata. Performing data reconciliation and validation on large GIS datasets from multiple sources and complies with Program GIS standards and specifications. Developing visualization and technical communication strategies to present data and analytical results as needed. Documenting geospatial analysis and production workflows. Performing quality assurance of GIS data and processes as per the Standards defined. (approximately 20% of duties)
  • Updating, organizing, optimizing, and maintaining GIS web viewer application content for various disciplines. Creating authoritative geospatial footprints for use in environmental analysis and mapping. Publishing and testing map/feature services for use in web viewers and EMMA application system. Building models to process data utilizing scripting techniques (e.g. Python, ModelBuilder) in order to perform complex spatial analysis and/or automate workflows. (approximately 20% of duties)
  • Gathering, analyzing, and integrating spatial data from the Authority, its contractors, and/or resource agencies to determine how best the information can be displayed using GIS technology. Coordinating with contractors to resolve errors and determine necessary footprint adjustments. (approximately 10% of duties)
  • Maintaining expertise in existing and emerging GIS -related software and technologies and evaluating their application to improve the Authority's programs. Identifying, tracking, and communicating functional defects, process improvements, or web viewer application user enhancements. (approximately 10% of duties)


Candidate must have knowledge of:

  • Cartographic design principals.
  • Raster and vector data creation and editing.
  • Digitizing techniques, geographic standards, and coordinate systems.
  • Geo-referencing, geoprocessing, and geocoding techniques and methods.
  • Geographic data management, including ESRI geodatabases and RDBMS.
  • Multi-user geodatabases and geodatabase design, database replication/versioning techniques and best practices, and ArcGIS desktop client/SDE server interface. 
  • Esri ArcGIS for Desktop x and its extensions (Spatial Analyst, 3D Analyst, Network Analyst, etc.)
  • Esri ArcGIS Web App Builder to develop and manage web mapping viewer applications. 
  • Operation of Esri ArcGIS Pro.
  • Operation of Esri Portal for ArcGIS. 
  • Map service and feature service publication.
  • Representational State Transfer (REST) endpoint web service protocols and libraries.
  • Environmental permitting process and usage of GIS analysis to support and supplement the regulatory permitting process (datasets required, geoprocessing tools needed, analysis methods, etc.).
  • Microsoft Office is essential along with strong communication (verbal and written) skills.


Candidate must have the ability to:

  • Troubleshoot data fidelity issues between CAD and GIS environments. 
  • Use data management tools, analysis tools, and conversion tools and other related ArcGIS tools applicable to the requirements.
  • Produce high quality cartographic output for presentations is desirable.
  • Produce map backgrounds compatible with vector graphic editing software for creation of public-facing exhibits.
  • Coordinate multiple requests simultaneously, organize the work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
  • Establish and maintain effective working relationships and communications with client staff and project consultants, private contractors, employees, and the general public.
  • Collaborate between contractors and other Program staff to answer environmental permitting and footprint related questions.
  • Explain GIS processes, tools, and applications to Authority and Program staff to determine what GIS resources are needed to support their tasks.
  • Ability to use critical thinking to read through previous environmental documents to determine datasets and analysis methods used in order to replicate the results.
  • Ability to document workflows clearly to be better understood by others.


Travel and some overnight travel may be required, including regular travel to Fresno, with periodic weekend and long hours.

Qualifications:

  • A minimum of a bachelor's degree in Geography, Planning, Environmental or Social Science, Computer Science, or related field; a minimum of 7 years of relevant experience in geography, environmental planning, social science, computer science, documentation, assessment, and other related
  • Active professional involvement in URISA, AAG, ASPRS, AGU, CGIS, GITA, or related professional organizations is
  • Candidates should have a minimum of 7 years of progressively responsible experience in GIS development, programming, server administration, or geospatial analysis (or equivalent working knowledge/experience) related to database design and geospatial data management for public projects, with emphasis on infrastructure


Work Environment:

Employee will work in climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Employee may be required to travel to other project offices or work sites to attend meetings. If visiting worksites, employee may be exposed to dirt, dust, fumes, noise, uneven surfaces, extreme heat or cold, and/or live traffic.
