About the opportunity

SWCA is actively seeking to fill an intermediate to senior level Environmental Planner position to help grow and expand our environmental planning and HRS 343 services within the Hawaiian Islands. This position is a career growth opportunity to join SWCA’s expanding Pacific Islands Office, with increasing levels of responsibility. The role is a regular, full-time salaried position, reporting to the office director in Honolulu, but can be located anywhere in the Hawaiian Islands. The qualified Environmental Planner would support a wide variety of projects in the Hawaiian Islands, and help grow the office’s environmental planning practice.  

 

You will manage complex projects from pursuit, capture, and initiation, through implementation in collaboration with the local and regional natural resources team, and contribute to business development. This position has great opportunity for growth, as it will directly contribute to growing our practice in the Hawaiian Islands. This position is ideal for an experienced and ambitious individual who is looking to advance their career as an environmental planner through growing an environmental planning practice within a multi-disciplinary team.

 

What you will accomplish

You will:

Environmental Planning; HEPA/NEPA

  • Lead and prepare in close collaboration with project managers production of HRS 343 and NEPA documents, compile and organize administrative records, and project files.
  • Provide strategic HRS 343/NEPA regulatory support on multidisciplinary projects.
  • Lead state and county environmental permitting processes for clients, including SMA, CDUA, CUP, etc.
  • Develop and execute client and public presentations to governmental agencies, boards, commissions, and stakeholders.
  • Encourage innovation in the program, develop new internal process improvements and technical approaches, and create a plan for their implementation.
  • Prepare HRS 343/NEPA scopes of work, schedules, and budgets and ensure that project deliverables are technically sound, quality, schedule, and budget objectives.
  • Maintain focus on quality deliverables and ensure implementation of stringent QA/QC processes to ensure our work is of the highest quality and defensibility
  • Manage complex planning, permitting, design and implementation of natural resources projects;

Business Development:

  • Foster new client relationships and strengthen existing client relationships and conduct ongoing business development with clients.
  • Lead and contribute to business development efforts in the Hawaiian Islands, including client outreach, opportunity tracking, attendance at pre-bid meetings, preparation of proposals, and conducting interviews and presentations.
  • Identify and evaluate changing market conditions and strategic sales opportunities (new clients and geographies).
  • Lead proposal efforts and internal business development groups and take a lead role in the go/no go decisions.
  • Develop deep and productive relationships within industry organizations and with agency staff to expand the regional client base, in line with the region’s strategic goals.
  • Conduct business development, including client outreach, preparing proposals, and conducting interviews and presentations.
  • Win, lead, plan, and manage multi-objective documents prepared for a variety of projects and environmental compliance projects throughout the region. 

Experience and qualifications for success

  • Bachelor’s or master’s degree in urban planning, environmental science, or a related field.
  • At least three (2) years of experience with a public planning agency, an environmental consulting firm, or comparable experience, is preferred.
  • Working knowledge of CEQA, NEPA, and other environmental laws and regulations required.
  • Excellent organizational, oral, written, and analytical skills are required.
  • Applicant must be able to work in a team environment, with strong multi- tasking skills and able to work on more than one project at a time, meeting tight deadlines.
  • Demonstrated ability to perform under high-pressure with schedule constraints.
  • Ability to be flexible and willing to improve writing and analysis approaches Experience with Microsoft Office suite (Word, Excel, Outlook) and Adobe Acrobat Knowledge of GIS programs desirable.
  • Active member in professional groups or associations.
  • Deep, existing client relationships in the Hawaiian Islands, and the capacity to develop client relationships and seek out new opportunities.
