SUMMARY:
Providing contractor services and deliverables through performance as an environmental planner.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- The cultural resources contractor should have experience in archaeology, historic architecture, or historic preservation with degree in anthropology, history, or a related field.
- Perform archaeological, cultural, and historic surveys including field work.
- Prepare technical documents and studies, and review draft documents and studies for the Integrated Cultural Resources Management Plans (ICRMPs) as required by the Advisory Council on Historic Preservation (ACHP).
- Coordination consultations under Section 106 of the National Historic Preservation Act with consulting parties including state and federal agencies and offices, Native Hawaiian organizations, Tribes, and other consulting parties.
- Prepare Section 106 consultation letters, cultural resources assessments, and supporting studies and analyses.
- Support the preparation and review of sections of environmental planning documents that involve cultural and historic resources including Environmental Impact Statements, Environmental Assessments, and Records of Categorical Exclusions.
- Perform field surveys, inspections and/or monitoring of construction activities.
- Evaluate cultural resources for inclusion in the National Register of Historic Places.
- Review project designs and specifications to identify issues affecting cultural and historic resources.
- Recommend possible compliance measures that the Navy may elect to implement to mitigate adverse effects.
- Monitor programs and surveys at installations in the CNRH Area of Responsibility.
- Perform other support including cataloging and record-keeping of documents and studies, filing and organization, and routine program updates to the chain of command.
- Prepare cultural resource documentation including, but not limited to, survey reports, evaluation, mitigation planning documents as requested.
- Submittals include but are not limited to project reviews and recommendations, Memorandum of Agreements/Cooperative Agreements, drafts of correspondence and studies, PowerPoint briefings, and presentations.
- Prepare all submittals in a format compatible with existing Navy software (i.e., MS PowerPoint, MS Word, MS Excel, etc.)
- Other duties as assigned.
REQUIREMENTS/QUALIFICATIONS
REQUIRED:
- Degree in history, historic preservation, anthropology, or related field is required.
- Knowledge of cultural resources, laws and regulations.
- Basic knowledge of Navy cultural resources policy and procedures, and how they interact with other installation management policy and procedures in the field.
- Bachelors' level education in a Cultural Resource discipline.
- Ability to assist in Navy Cultural Resource consultations with other stakeholders.
- Detailed knowledge of Navy Cultural Resources integration with other environmental planning and facilities management processes.
- Ability to conduct Navy Cultural Resource consultations with other stakeholders, including preparing agreement documents.
- Ability to manage and review the products of Cultural Resource contract efforts.
- Ability to lead installation/region Cultural Resource programs.
- Meets the Secretary's Qualification Standards in a Cultural Resource discipline.
- Knowledge of funding regulations and procedures.
- Knowledge of installation and resource information management systems.
- Ability to link Navy operational and training requirements to land use in a comprehensive Integrated Cultural Resource Management Plan.
- Knowledge of acquisition process and qualifications to serve on Technical Evaluation Boards and A-E Selection Boards.
PREFERRED:
- Experience working with cultural and historic resources in the Pacific region and/or military history is desired.
- Mastery of Cultural Resource laws, regulation, and policy.
- Ability to develop region or Navy-wide programmatic alternatives.
- Ability to lead regional/national Cultural Resource programs.
- Ability to apply federal and Navy CR policy and procedures to difficult or novel situations.
- Mastery of acquisition process and qualified to chair Technical Evaluation Boards and
- A-E Selection Boards.
