Tax
The Tax Administration Division is responsible for fostering voluntary compliance and narrowing the tax gap by identifying, educating, and auditing noncompliant taxpayers. The Tax Administration Division audits the tax returns of businesses and individuals filed for all tax types, including income, corporate, sales/use, meals, rooms occupancy and special fuels.
Position Summary:
The Department of Revenue seeks an experienced and progressive Senior Manager to lead its Miscellaneous Excises Group. Working under broad mission guidance from executive managers or the Commissioner, the Director is responsible to administer a broad range of excise taxes including motor fuels, tobacco products, alcohol and cannabis that collectively amount to almost $2 Billion that fund services provided by the Commonwealth. The Director creates and regularly updates business plans to manage compliance in these areas, including programs tailored to the different taxes managed and the business practices of the industries responsible for paying the taxes over, communicates that plan and the underlying vision to staff, and implementing the plan successfully. The business plan will include managing a contact center devoted to supporting taxpayers required to pay these taxes, creating/enhancing self-service opportunities, creating tools and audit programs to test compliance with statutory requirements, measuring performance to ensure that service is being delivered and making adjustments as necessary and any other components determined to be necessary.
The manager is also responsible for building and maintaining the team that does this, allocating resources, hiring, training, promoting a customer focused approach and fostering a culture of diversity, respect, and inclusion both internally and externally.
In addition to establishing priorities and monitoring progress towards short- and long-term goals, the manager makes strategic decisions in consultation with senior and executive level managers both within DOR and at other agencies about future needs and opportunities. The Director is the primary contact in many interagency relationships, including discussions with other states which meet regularly to focus on these specific tax types to discuss trends in compliance and what taxpayers and other agencies are doing. From these contacts and similar contacts with other state and federal agencies engaged in regulating the activities being taxed, the Director identifies, documents, and evaluates options to create long range plans. The manager is expected to think strategically and exercise independent judgement.
