Job Description:
The client is seeking an HR Assistant to support the work of District staff. The HR Assistant responsibilities will be to provide a variety of human resource assistance in the following functional areas: recruitment and placement, performance management, employee benefits, training, onboarding, records management, and timekeeping within the office. The HR Assistant must work and interact professionally and effectively with all levels of staff. The HR Assistant must demonstrate an ability to meet established deadlines and work as a team player in a professional office setting. Skills in meeting and dealing with people in a courteous and tactful manner are essential. This is a new requirement.
Duties and Assignments. The Contractor shall perform, but is not limited to the following duties:
A: Human Resources:
Assists with the pre-employment security package for review. Monitors life cycle of all background investigations and reinvestigations.
Assists with the preparation of all onboarding packages and participates in orientation for new hires within the program areas under their purview. Participates in the exit briefing process for all departing staff.
Serves as the District's Training Officer by disseminating training information, establishing new employee training accounts, generates routine and customized reports, troubleshoots user problems, and provides end user support.
Serves as the Time and Attendance Administrator for the District. Establishes profiles in both modules for new employees ensuring proper budgetary coding and position assignment. Ensures that required data is submitted timely and following DOJ rules and regulations. Prepares audits and other customized reports when requested by a supervisor or as needed to analyze data.
Assists with preparing Attorney vacancy announcements based on requirements and job analysis, assists in the evaluation of all candidates for basic qualifications and eligibility requirements.
Aids employees, and managers in the administration of Federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs.
Plans and conducts regular and ad hoc reviews of HR reports and records to ensure accurate processing and recording of all personnel actions. Assists in establishing and maintaining adequate quality control measures to ensure timely and accurate personnel action processing. Maintains personnel files and records and develops system reports for managers and monitors various tickler reports.
B. Provides office automation assistance:
Produces a variety of written documents utilizing varied and advanced functions in each of several types of office automation software, i.e., word processing, database management or spreadsheet. Integrates output from different software types, e.g., tables produced by database applications and charts and graphs produced by electronic spreadsheet applications, into word processing or desk top publishing text. May integrate graphic output into text documents and adjust style and pitch of type to design and lay-out individual pages to fit large and complex publications.
Work Assignments. The HR Assistant will receive work assignments from USAO administrative staff, which will be outlined in terms of overall objectives and available resources. Within this framework, the HR Assistant and appropriate USAO staff will jointly address applicable time frames and deadlines, scope of the assignments, and possible approaches to projects.
Skills, Certifications, Requirements, And Knowledge
The HR Assistant must possess a HR Assistant. In addition, the following minimum/general experience and years of experience are required:
At least 1-3 years' experience in an administrative or legal environment.
Excellent written and oral communication skills and thorough knowledge of legal research tools. Communication skills are extremely important. Works and interacts professionally, cooperatively, and effectively with all levels of staff. Ability to meet established deadlines and work as a team player in a professional office. Skill in meeting and dealing with people in a courteous and tactful manner. Demonstrated ability to review a wide variety of documents, both legal and non-legal documents, including motions and briefs, and a variety of legal correspondence.
Hands-on familiarity with a variety of computer applications, including word processing, database, spreadsheet, and telecommunications.
Ability to consistently deliver highest quality work under extreme pressure.
SECURITY
The candidate must, at a minimum, pass a National Agency Check with Inquiries. The candidate will be provided with a DOJ security package at the time of task award. The candidate will complete the package and return it to the Contracting Officer within specific timeframe. The candidate may not enter on duty until a waiver, pending a full background investigation, is received.
